Overview
Our client is seeking a Senior Product Manager to provide strategic product management services to a Health and Human Services Delivery Center supporting the HR1 initiative. This role partners closely with stakeholders to define product strategy, build and execute a product roadmap, and drive delivery of HR1 requirements. The products supported connect millions of residents to health and human services and benefits, and the team is entering a period of major transformation across technology, design, and experience management.
Key Responsibilities
- Drive, refine, and execute a strategic product roadmap to meet HR1 mandates in partnership with internal and external stakeholders.
- Define product vision, key milestones, and alignment to program goals while improving business and system operations.
- Facilitate development of business, functional, and system requirements and process models via interviews, workshops, document analysis, and other planning/change management methods.
- Ensure alignment and define success measures for projects and technical solutions relative to current program goals and strategies.
- Lead cross-functional teams to define problems, assess opportunities/impacts, align on success measures, and execute implementation plans.
- Serve as a liaison between business and IT groups (including vendors) and collaborate across design, technology, data, and delivery teams through the product lifecycle.
- Translate policy and administration goals into digital product solutions that create meaningful impact for residents and administering agencies.
- Develop, revise, and implement policies, procedures, and standards that improve quality, efficiency, and operations.
- Synthesize research and insights into actionable recommendations and high-quality deliverables for team and executive audiences.
- Use user research, analytics, and related inputs to drive product decisions and prioritize work.
- 5 years of experience in technical or strategic product management
- Experience communicating with non-technical audiences and supporting teams new to Agile and user-centered design
- Experience leading or managing complex technical products involving legacy systems and complex data structures
- Experience leading cross-functional teams in government contexts
- Experience delivering technology for Health and Human Services or federally funded benefits programs (SNAP, Medicaid, TANF, Unemployment Insurance, or similar)
- Excellent oral, written, and visual communication skills
- Strong facilitation and people management skills
- Experience managing vendor teams and working with multiple vendors
- Bias toward action and delivery
