1.0 Purpose

The Construction System Owner – Piping provides field-based technical oversight and construction

coordination for process and utility piping installations during the construction phase of a large

pharmaceutical project.


The role confirms piping installation readiness and alignment with approved IFC drawings, technical specifications, familiar with applicable local, federal, and national statutes and guidelines;

knowledge of discipline codes and standards such as ASME B31.3, BPE, best practices, validated

submittals, and applicable GMP requirements.


Acting as the piping discipline technical authority in the field, the role focuses on resolving installation constraints, coordinating cross-trade interfaces, and escalating issues that may impact construction progress, system integrity, or commissioning readiness and Interface with Client SME where necessary.


The role supports Mechanical Completion and commissioning readiness by ensuring piping systems are installed, integrated with equipment and utilities, and prepared for testing and system startup. It will also include the management operational systems/Areas (As GFD), Post MC and yet to achieve TCCC.


Building-Specific System TCCC, and CO (Certificate of Occupancy) alignment, and sets the resourcing and governance required to manage Non-CQ/CQ systems between MC and TCCC across a multi-building campus.


Construction quality inspection and formal acceptance activities remain the responsibility of the

project construction quality organization. The CSO supports construction readiness and system

integration and may be required to support formal quality inspection or certification.


Approval on First in place installations, with buy in form client SME where required.


Oversight on Flushing and passivation circuits and support where needed.


2.0 ACCOUNTABILITIES


Serving as the piping discipline technical point of contact to the Project Manager and project

leadership for construction coordination, piping system integration, and readiness.

Confirming that piping installations align with:

• Approved IFC design documentation

• Technical specifications and validated submittals

• Project installation requirements

• Applicable GMP and regulatory expectations


Identifying, documenting, and escalating piping installation issues or constraints that may impact:

• Construction progress

• System integrity and operability

• Mechanical Completion readiness

• Commissioning and startup activities


Reviewing contractor documentation related to piping installation including:

• RFIs and technical queries

• Installation drawings and spool information

• Interface drawings and tie-in details

• Turnover documentation and as-built records


Supporting coordination between piping systems and related disciplines including process equipment, HVAC systems, CSA supports, electrical systems, and instrumentation.


Providing updates to project leadership on piping installation progress, interface challenges, and

readiness risks.


Supporting regular meeting cadence, and reporting.


3.0 RESPONSIBILITIES


• Provide field-based technical oversight of process and utility piping installations, including routing, supports, and integration with equipment.

• Confirm piping installation readiness in accordance with project drawings, specifications, and

installation requirements.

• Identify constructability challenges, routing conflicts, and access constraints and escalate through

the project governance structure.

• Coordinate cross-discipline interfaces between piping systems and mechanical equipment, vendor packages, structural supports, and instrumentation.

• Support coordination of piping tie-ins and installation sequencing across multiple construction

trades.

• Maintain field observation records documenting installation progress and coordination issues.

• Participate in construction coordination meetings to communicate installation observations,

interface risks, and constraints.

• Support Mechanical Completion readiness by confirming piping systems are installed and

integrated with associated equipment and utilities.

• Participate in system walkdowns and readiness reviews, identifying incomplete installation items

and supporting punch list resolution.

• Confirm documentation required for turnover is available and aligned with project turnover

requirements.


4.0 COMPETENCIES


• Bachelor’s degree in Mechanical, Chemical, or Process Engineering (or equivalent technical

discipline).

• 10 years of field experience supporting installation of process and utility piping systems on large pharmaceutical or GMP-regulated capital projects.

• Strong knowledge of ASME B31.3, ASME BPE, and pharmaceutical piping systems.

• Experience with high-purity piping systems, including installation coordination, orbital welding

interfaces, and hygienic system requirements.

• Familiarity with piping system integration with equipment, utilities, instrumentation, and process

systems.

• Experience supporting Mechanical Completion, system walkdowns, and turnover readiness.

• Strong understanding of GMP construction practices and documentation requirements.

• Ability to identify installation risks, technical deviations, and quality concerns within complex

multi-discipline construction environments.
