PURPOSE OF ROLE

The Project Controls Lead is accountable to lead, integrate and provide strategic direction for all

project controls functions including cost, schedule, risk, change, estimating, and commercial reporting for a large scale, $1.5B pharmaceutical manufacturing facility in the United States.

The role will ensure delivery on time, within budget, and in compliance with client standards and

regulatory requirements.


ACCOUNTABILITIES

Providing overall leadership and governance of the project controls function across cost, schedule,

and risk, including development and maintenance of the Project Controls Execution Plan (PCEP).


Establishing and maintaining integrated cost and schedule baselines, ensuring accuracy and integrity of forecasts, risk registers, and performance reporting.


Implementing and enforce robust change management, risk management, and contingency control processes.


Identifying performance deviations and drive timely corrective actions to protect project objectives.


Leading and developing the project controls team.


Delivering clear, accurate reporting to the Project Director, Steering Committee, and client

stakeholders.


RESPONSIBILITIES

· Provide strategic leadership and direction to all project controls disciplines including cost

management, scheduling, risk management, estimating, change management, and commercial

reporting.

· Develop, implement, and maintain the project controls governance framework, ensuring

alignment with corporate standards, industry best practices, and regulatory requirements

applicable to pharmaceutical construction projects.

· Establish and manage the integrated cost and schedule baselines, ensuring full alignment between scope, schedule, cost, procurement, and construction execution plans.

· Oversee the development of the master integrated schedule, ensuring logic driven, resource

loaded schedules that reflect engineering, procurement, construction, commissioning, and

validation activities.

· Direct all cost control activities including budgeting, forecasting, earned value analysis, variance analysis, commitment tracking, contingency management, and cash flow forecasting. · Oversee the project risk management process, including risk identification workshops, quantitative risk analysis, Monte Carlo simulations where applicable, mitigation planning, and ongoing monitoring of risk exposure. · Govern robust change management processes to ensure all scope, cost, and schedule changes are captured, evaluated, approved, and reflected in forecasts and reports. · Provide accurate, timely, and transparent monthly and executive level reporting on project performance, key trends, risk exposure, and mitigation strategies. · Ensure integration between cost, schedule, and risk systems to provide a single source of truth for project performance data. · Lead and mentor the project controls team including fostering accountability, collaboration, and continuous improvement. · Support procurement and contract management functions through commercial insight, progress measurement validation, invoice verification, and change evaluation. · Drive performance improvement initiatives and implement lessons learned to enhance forecasting accuracy and reporting effectiveness. · Act as a trusted advisor to the Project Director, providing data driven insights to support strategic decisions and corrective actions. · Engage with client stakeholders, contractors, and senior leadership to communicate project performance and ensure alignment on recovery or mitigation plans when required. · Ensure compliance with client and U.S. regulatory, financial, and audit requirements, particularly within GMP regulated pharmaceutical construction environments.


COMPETENCIES

· Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, or related field

professional certification such as PMP, CCP (AACE), PSP, or MRICS desirable.

· 10 years’ experience leading large, complex capital projects within pharmaceutical, life sciences,

or related industries such as oil & gas, food and beverage, or other manufacturing sectors.

· Proven ability to lead and develop large, multi disciplinary project controls teams on complex

capital projects, with strong executive presence and stakeholder influence.

· Advanced knowledge of cost engineering, forecasting, earned value management (EVM), and CPM based scheduling with integrated performance reporting.

· Strong capability in qualitative and quantitative risk analysis, contingency planning, and scenario

modelling for large scale programs.

· Demonstrated experience delivering large-scale pharmaceutical or life sciences facilities within

GMP-regulated environments.

· Highly data driven with the ability to translate complex performance data into clear executive
