Position Summary
The IT Director serves as the strategic technology leader responsible for overseeing all aspects of information technology operations, infrastructure, cybersecurity, enterprise applications, GIS, SCADA, telecommunications, data management, and digital transformation initiatives. The IT Director partners closely with executive leadership, department leaders, and key stakeholders to align technology investments with organizational priorities, drive innovation, optimize service delivery, and foster a high-performing technology culture. This position is responsible for technology planning, governance, budgeting, vendor management, infrastructure modernization, cybersecurity, business continuity, and team development while ensuring technology resources effectively support current and future organizational needs.

Key Responsibilities
Strategic Leadership & Technology Governance
- Develop and execute a comprehensive technology strategy aligned with organizational goals and growth initiatives.
- Serve as a trusted advisor to executive leadership on technology investments, risks, opportunities, and emerging trends.
- Establish and maintain technology governance, policies, standards, and best practices.
- Lead long-range technology planning, modernization efforts, and digital transformation initiatives.
- Evaluate emerging technologies and identify opportunities to improve operational efficiency, customer experience, and business outcomes.
IT Operations & Service Delivery
- Direct and oversee all information technology operations, including infrastructure, networking, cloud services, telecommunications, enterprise applications, GIS, SCADA, and end-user support.
- Ensure the availability, reliability, performance, and security of critical business systems.
- Develop service standards, performance metrics, and continuous improvement initiatives.
- Lead incident response, disaster recovery, and business continuity planning efforts.
- Foster a culture of exceptional customer service and responsiveness across the technology organization.
Cybersecurity & Risk Management
- Lead cybersecurity strategy and oversee the protection of organizational systems, networks, applications, and data.
- Assess, identify, and mitigate technology-related risks.
- Ensure compliance with applicable cybersecurity, privacy, and regulatory requirements.
- Develop and maintain security policies, procedures, and awareness programs.
- Coordinate cybersecurity assessments, audits, vulnerability management, and incident response activities.
Technology Planning & Innovation
- Develop technology roadmaps supporting organizational growth and operational priorities.
- Evaluate and implement new technologies, software platforms, and infrastructure solutions.
- Oversee enterprise architecture, cloud strategy, data governance, and systems integration initiatives.
- Manage major technology projects and modernization efforts from planning through implementation.
- Promote innovation and continuous improvement throughout the organization.
Budgeting & Resource Management
- Develop, administer, and oversee annual operating and capital technology budgets.
- Identify opportunities to optimize resources, improve efficiencies, and reduce costs.
- Manage vendor relationships, contracts, procurement activities, and technology licensing agreements.
- Ensure responsible stewardship of technology investments and organizational resources.
Leadership & Team Development
- Build, mentor, and lead a high-performing technology team.
- Establish clear goals, performance expectations, and development opportunities.
- Foster a culture of accountability, collaboration, innovation, and continuous learning.
- Support workforce planning, succession planning, recruitment, retention, and employee engagement initiatives.

Qualifications
Education
Bachelor's degree in Information Technology, Computer Science, Information Systems, Business Administration, Public Administration, Engineering, or a related field required.
Master's degree preferred.
Experience
- Seven (7) years of progressively responsible information technology experience.
- Significant leadership and management experience overseeing complex technology environments.
- Experience leading infrastructure, cybersecurity, cloud computing, enterprise applications, and technology modernization initiatives.
- Experience managing technology budgets, vendor relationships, contracts, and capital projects.
- Demonstrated success building and leading high-performing teams.
- Experience supporting multi-site, highly regulated, or mission-critical environments preferred.
Preferred Certifications
- Project Management Professional (PMP)
- CISSP
- CISM
- ITIL
- Microsoft, AWS, Azure, Cisco, or other relevant technology certifications
