Testing and Abatement Manager

Overview:The Testing and Abatement Manager is responsible for coordinating, tracking, and reporting all activities associated with lead-based paint testing and abatement under the approved scopes of work. The Manager ensures full compliance with project requirements, agency standards, and reporting obligations to the New York City Housing Authority (“NYCHA”).

This position works under the direction of the District Manager and collaborates closely with the Maintenance, Construction, and Compliance departments to ensure the timely completion of abatement work, and coordination of any temporary resident relocations necessary to complete the required scope of work.

Responsibilities

Project Coordination and Compliance

• Coordinate all testing, abatement, and clearance activities in accordance with the approved scope of work and abatement schedule
• Ensure maintenance of comprehensive and accurate records of all units tested and abated, including inspection reports, floor plans, and clearance results
• Monitor progress against the approved abatement schedule and prepare regular progress updates for internal review and NYCHA reporting
• Ensure all work complies with applicable federal, state, and local lead abatement regulations and project standards
• Coordinate with Construction, Purchasing, and Property Management to plan and oversee any temporary relocations of residents necessary to complete abatement safely and efficiently
  
  

Documentation and Reporting to NYCHA

• Ensure tenant notices are issued after every unit test
• For units with positive lead results, ensure required documentation is completed, including:
• Floor plans
• DOH notices
• Post-abatement notices
• Abatement and clearance reports
• Prepare and submit quarterly progress reports to NYCHA summarizing:
• Units completed and cleared in the prior quarter
• Units scheduled for the next quarter
• Anticipated abatement timelines and completion targets
• Relevant changes or challenges affecting implementation
• Maintain and update Yardi and the NYCHA Smartsheet tracker within ten (10) days of any testing or abatement activity, ensuring all data accurately reflects the current status
• Upon completion of all abatement activities, prepare and submit a Final Lead Abatement Report to Ownership, Management, and NYCHA, including component-level descriptions of abatement work, clearance documentation, and applicable lead-safe or lead-free exemption records
• Provide Ownership, Management, and NYCHA with additional reporting, supporting data, or clarifications reasonably requested to verify compliance with project requirements
  

Documentation for Reimbursement and Recordkeeping

• Compile and maintain all documentation required to support reimbursement requests from the Abatement Reserve Account, including abatement reports, contractor invoices, and supporting approvals
• Prepare and submit reimbursement packages for NYCHA review and approval, ensuring accuracy and completeness of all supporting documentation
• Track and reconcile all reimbursement submissions, approvals, and payments related to the Abatement Reserve Account
• Maintain clear and auditable records of all expenditures and supporting materials for project oversight and compliance reviews
  
  

Data Management and Analysis

• Develop and maintain summary tables, charts, and tracking logs reflecting progress toward abatement goals by building and unit
• Audit building portfolios to confirm abatement progress and update documentation accordingly
• Ensure all project records are securely maintained and accessible for review by management and oversight agencies
• Prepare and track agency filings, HPD submissions, and other regulatory documentation related to testing and abatement
  
  

Lead Violation Resolution

• Direct and track resolution and close-out of lead-based paint violations, including testing, abatement, clearance, and documentation
• Confirm violations are properly cleared and documented prior to close-out
