What You'll Do

The HR Business Partner (HRBP) Senior Manager leads a team of HR Business Partners supporting a ~5,000-employee mission-driven organization. You will shape and advance the HRBP operating model by transitioning from transactional HR support to a strategic, consultative partnership that strengthens workforce planning and drives organizational performance. You play a critical role in managing human resources (HR) collaboration with client division management to identify and address essential HR needs. This role is ideal for a leader who is energized by developing HR talent, building systems, coaching leaders, and influencing organizational culture and business outcomes.

In This Role, You Will

Lead & Develop the HRBP Team

  • Lead, coach, and develop a team of HR Business Partners supporting multiple operational divisions.
  • Oversee HRBP goal setting, performance management, capability-building, and team engagement.
  • Align HRBP staffing levels and skill profiles to division complexity and workforce needs.
  • Manage departmental budget spending with appropriate fiduciary controls to ensure mission execution.
  • Maintain and expand knowledge of existing and proposed federal and state laws/regulations affecting human resources management, advising management and employees on legal and policy matters.
  • Leverage relationships with the nuclear security enterprise, professional and community organizations, and industry-specific partnerships as a representative of Pantex.
  • Make critical business decisions impacting organizational policy matters related to human resources, and briefing executive leadership on necessary changes.
  • Maintain collaborative relationships with compensation, organizational development and training, employee relations, labor relations, employee concerns, talent management, and/or legal counsel.

Advance Strategic HR Partnership

  • Shift HR work from reactive, transactional support to proactive, strategic consultation.
  • Partner with division leaders to understand goals, capability needs, workforce challenges, and culture priorities.
  • Ensure HRBPs effectively partner with HR Centers of Excellence (Talent Acquisition, Compensation & Benefits, Learning & Development, Employee Relations, and Workforce Analytics) to deliver integrated HR solutions and improve outcomes across the employee lifecycle.
  • Strengthen leader effectiveness in communication, performance management, change leadership, and team development.

Drive Workforce Strategy & Organizational Effectiveness

  • Lead workforce planning, succession planning, leadership pipelines, and organizational assessment efforts.
  • Use workforce insights and analytics to inform decisions and anticipate needs.
  • Ensure equitable, consistent, mission-aligned HR practices and consultation.

Enable Systems and Process Integration

  • Drive adoption and effective use of SuccessFactors modules across HR and operations.
  • Integrate people processes into business planning and operating rhythms.

Minimum Job Requirements

  • Bachelor's Degree and minimum 10 years of relevant experience

OR 18 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting

Preferred Job Requirements

  • Three years of supervisory/management experience. Candidates with less years of supervisory/management experience will be required to complete a developmental plan approved by the Division Director or their delegate.
  • Bachelor’s in HR, Business, Organizational Development, or a related field.
  • Master’s degree and/or HR Certification (PHR (Professional Human Resources), SPHR (Senior Professional Human Resources), SHRM-CP (Society of Human Resource Management - Certified Professional), SHRM-SCP ((Society of Human Resource Management - Senior Certified Professional)).
  • Experience leading HR in technical, industrial, government, defense, or highly regulated environments.
  • Strength in relationship-building, coaching, influencing, and communication.
  • Demonstrated success leading HR change and building new processes or operating models.
  • Experience developing HR staff or leading HR project teams.
  • Strength in communication, influence, coaching, and relationship-building.
  • Ability to lead through ambiguity and build new processes and operating models.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
