Assists staff, consulting engineers, and architects in planning, coordinating, implementing, and administering complex environmental programs and other compliance for Palm Beach County (PBC). Manages specialized environmental programs; assists the Environmental Program Supervisor with program-wide functions and responsibilities. Develops program models, work plans, budgets, grants, and contracts. Responsible for project permitting/approval, regulatory compliance activities, and development review processes related to the PBC Unified Land Development Code (ULDC), Article 14.C., Vegetation Preservation and Protection. Applies for or recommends permit/approval issuance, coordinates with design professionals, establishes a permit and condition tracking system, ensures implementation of development conditions, conducts field investigations, and ensures compliance with both issued and obtained permits/approvals; assists elected officials as necessary; assists in the preparation of special reports; may be assigned to non-routine projects. Independently determines and develops approaches for solutions to a wide range of complex issues. Exercises full technical responsibility to interpret, organize, execute, and coordinate assignments under the general direction of the Environmental Program Supervisor.
QUALIFICATIONS:
Bachelor’s Degree in one of the Physical/Natural Sciences, Environmental Studies, Physical Geography, Landscape Architecture, or Engineering; minimum of two (2) years of professional experience in environmental protection/regulation, natural resources management, OR one (1) year of professional experience in environmental programs administration/regulation.
Equivalencies:
1. Related Ph.D.
2. Related Master’s Degree AND one (1) year of professional experience in environmental protection/regulation, or natural resources management, OR six (6) months of professional experience in environmental programs administration/regulation
3. Unrelated Bachelor’s Degree and three (3) years of professional experience in environmental protection/regulation, natural resources management, OR two (2) years of professional experience in environmental programs administration/regulation
4. Associate’s Degree and four (4) years of professional experience in environmental protection/regulation, or natural resources management, OR three (3) years of professional experience in environmental programs administration/regulation
5. Graduation from high school or an equivalent recognized certification and six (6) years of professional experience in environmental protection/regulation, natural resources management, OR five (5) years of professional experience in environmental programs administration/regulation.
PREFERENCE FOR EXPERIENCE IN/WITH: Land development permitting/compliance/ enforcement; vegetation preservation and protection; using Access/Microsoft (MS) Office Suite/Geographical Information System (GIS). Also desirable: Completion of 40-hour Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) training.
