POSITION SUMMARY
PACE is seeking a dedicated and enthusiastic HUMAN RESOURCES SPECIALIST to join our mission driven organization and team. This role will provide comprehensive support to our HR team in various functions such as but not limited to recruitment, onboarding, benefits, records, leave administration, workplace safety compliance, communication with internal and external stakeholders, point of contact to staff, performance, and more. DUTIES & RESPONSIBILITIES
The following information is designed to outline the functions and position requirements of the Human Resources Specialist. Duties listed are not inclusive and other duties may be assigned or revised.
Recruitment & Onboarding
- Provides timely, accurate, and supportive communication to candidates, applicants, parents interviewing panel and the agency.
- Responsible for posting job announcements.
- Assists in outreach, sourcing potential candidates and volunteers/interns for current and future opportunities.
- Administers the pre-employment process to include, testing and retrieval of pertinent and updated documents required by the program.
- Maintains candidate and applicant tracking and prepares status reports.
- Attends job fairs and utilizes Recruitment Centers and University/College Career Centers.
- Communicates applicant qualification requirements and assists with gathering and tracking applicants proof of credentials requirements.
- Assists in preparing notes during assigned interviews, and conducts reference checks.
- Assists with full cycle recruitment and on boarding processes.
- Assists in diversity outreach.
Leave Administration & Benefits
- Workers Compensation, Leave of Absences and COBRA Administration
- Backup for benefits: Be well versed in benefits in order to provide enrollment eligibility information and support for staff.
- Accurately explains medical, dental, life insurance, disability, 401(k) benefits to employees, and processes, tracks and files enrollment forms.
- Assists with open enrollment.
- Assists/trouble shoots employee questions.
- Assists Human Resources Director to coordinate medical/personal leaves.
- Administers insurance benefits enrollments and properly updates the Insurance Carriers along with the Payroll Accountant of bi-weekly changes.
- Utilizes established spreadsheets to track payroll and benefits forms, and ensure forms are filed in a timely manner.
- Administers monthly reimbursement letters for employee elected benefits, timely mails scheduled COBRA letters, and updates tracking spreadsheets.
Safety Compliance
- Assists with Workers Compensation Administration and follows-up with Safety Compliance.
- Ability to respond to workplace reports of injuries.
- Produces reports as assigned using Proliant Payroll Systems.
- Assists with the coordination of benefits and payroll processes, tracks and prepares benefits and payroll reports.
- Provides EDD Workshare forms, EDD Benefits Forms, and administers the processes in a timely manner.
Records and Data Administration
- Maintains the strictest confidentiality at all times on matters pertaining to the agency and its employees.
- Assists with tracking and filing of personnel records, employee credentialing records, specific employee job compliance records, DMV records, I-9 records, training records, safety records, and performance evaluation records are updated and filed properly.
- Accurately and timely performs HR data entry in Proliant Database and Child Plus.
- Utilizes Proliant Payroll/HR system to produce assigned reports.
Employee Relations with Human Resources Director
- Follows employee relations policies, practices and procedures to encourage harmonious employee relations.
- Complies with Personnel Policies and Procedures.
- Contributes to a safe workplace environment.
- Assures compliance with discrimination and harassment prevention policies.
- Assures that recruitment processes comply with equal employment opportunity policies.
- Assists in ensuring compliance with federal and state employment laws.
- Informs Human Resources Director of any disturbances or grievances from employees.
- Attends meetings with Human Resources Director, and on occasion may attend assigned meetings to prepare thorough reports for the Human Resources Director.
General HR Administrative Duties
- General administration
- Responds to general Human Resources inquiries from employees, volunteers/interns and outside vendors in a professional and considerate manner.
- Demonstrates punctuality and reliability. Complies with attendance and reporting procedures.
- Assists with coordinating training programs and prepares sign-in sheets.
- Maintains an adequate stock of supplies in the Human Resources Department.
- Ensures work areas are kept organized and tidy.
- Updates Human Resources Calendar.
- Follows instructions and guidelines as assigned by the Human Resources Director.
- Other HR interconnected functions will be assigned for PACE non-ECE programs.
Communication
- Assists HR Director in keeping employees and program well informed of HR related memos and announcements. Ability to compose well written letters and/or correspondences as assigned.
- Meets or corresponds with HR Director on a regular basis, and/or when crucial, to report on the status of assignments and weekly goals.
- Learning and Development
- Timely attends scheduled trainings and meetings.
- Effectively applies and implements information from trainings and meetings.
- New Hire & Safety Orientation, and on boarding coordination.
QUALIFICATIONS & EXPERIENCE
- Minimum of a High School Diploma or equivalent; Higher Education Degree such as Associates or Bachelor's Degree strongly preferred
- 2 or more years of progressive experience working in a Human Resources Department is required.
- Human Resources Certifications highly desirable
- Computer Literate & ability to type a minimum of 40 words per minute: MS word, Excel, PowerPoint
- Experience with ATS Systems or related programs preferred.
- Excellent written, verbal, and organizational skills.
- Punctual and adheres to policies and procedures.
- Strong interpersonal skills and communication. Strong ability to work well with all levels of staff and apply teamwork.
- Attention to details and ability to analyze data.
- Ability to work in diverse and multi-ethnic environments.
- General understanding of Employee Handbook Information.
- Effectively prioritize, be proactive and multi-task in a fast paced and/or changing/flexible environment.
- Ability to follow instructions and complete assignments.
- Ability to apply information, tasks and skills from trainings and/or meetings.
- Ability to drive to sites for HR purposes when assigned.
ADDITIONAL REQUIREMENTS
- Must have a valid Drivers License, adequate automobile insurance coverage and an automobile in working condition; occasional local travel may be required.
- COVID vaccination required; must have two-dose series of Pfizer or Moderna or a single-dose of Johnson & Johnson. Those that need a medical or religious exemption must reach out separately.

- This position is on-site 5 days a week in our DTLA office
COMPENSATION & BENEFITS
- Pay range is $75,000 to $80,000 annual depending on experience. This is a full-time, non-exempt position.
