Otter Tail County is accepting applications for a Technology Analyst. The position will be responsible to cross-train in a variety of areas, with the primary job duties being software and training administrator. The purpose of this position is to perform IT system administration activities, which includes coordinating the configuration, testing, and implementation of networks, operating systems, servers, desktops, and related application software upgrades; applies applicable software patches, fixes, system parameters, and other related items. Analyzes complex IT problems or information; determines system capacity and recommends system changes; suggests, designs, tests, implements, trains, troubleshoots, and evaluates complex IT solutions. Examples of Duties: Software and Training Administrator Serve as System Administrator and Business/Software Analyst, overseeing enterprise applications and technical operations. Lead the county s Technology Committee and coordinate technology-related initiatives. Manage countywide technology education programs, including coordinating external training opportunities. Provide expertise and support for enterprise software platforms such as Microsoft 365, Webex, Adobe, and other countywide and department systems. Conduct new-employee technical onboarding and ongoing user training. Develop workflows, project plans, and process improvements for IT system enhancements. Act as a liaison between county leadership and technical teams, facilitating meetings and presenting analysis and recommendations. Apply strong knowledge of software development concepts and data modeling to support system design and decision-making. Communicate effectively with stakeholders across technical and non-technical groups. Manage diverse projects requiring a balance of business process understanding and technical expertise. Monitor system performance, gather user feedback, and identify opportunities for system improvement. Supplemental Information: This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30, with the potential for evening or weekend hours. The 2026 starting salary for this position is $72,654 annually, depending on qualifications, with career advancement to $121,680.
