To supervise Title I budget and ensure that applicable grants and programs are applied for, monitored, and implemented according to local, state, and national mandates.
QUALIFICATIONS
Knowledge of Title I of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act guidelines, compliance regulations and support services delivery systems. Knowledge of finance, budget development and implementation knowledge of grant writing. Knowledge using advanced functions in Excel. Knowledge of teaching and learning processes. Knowledge of organization and management theory and practice. Knowledge and commitment to decentralized decision-making and accountability for results. Knowledge and understanding of the distinction between line and staff positions and functions in an organization as it relates to district educational support programs and services. Ability to work and communicate effectively with people to focus resources (both human and financial) toward the achievement of district expected results. Ability to facilitate group processes in consensus building, conflict resolution, planning and decision-making. Understands that quality teaching and learning is the essential processes and product of public schools and has the ability to focus human and financial resources toward this end.

- Bachelor’s degree in Accounting, Finance, Business Administration or related field. Master’s degree preferred.
- Five (5) years of experience in governmental accounting, finance, budgeting, or grants management. School district experience preferred.
- Three (3) years of experience working with financial, HRIS, or budget systems comparable to SAP. OCPS finance and SAP system experience preferred.

PERFORMANCE RESPONSIBILITIES
- Manifests a professional code of ethics and values.
- Models the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
- Assist with the development of Title I services and programs (Public, Non-public, Neglected and Delinquent, Homeless, Parenting, Choice and Migrant Education) identified as necessary for district-wide consistency and standardization.
- Oversee all special and targeted ESEA funds and assist in completion of all reporting requirements, budget, required plans, and evaluative reports.
- Monitor and build budgets for School Improvement, schools and initiatives.
- Provide support and monitor budgets for required set aside initiatives and supplemental Title I programs Homeless Education, Supplemental Educational Services (SES), Neglected and Delinquent (N&D) and private schools.
- Monitor Time and Efforts and Supplement vs. Supplant requirements.
- Monitors select school and LEA allocation and initiatives.
- Serve as a liaison to and support schools in their budget planning and audit requirements for Title I.
- Collaborate with the Title I Director and complete the annual state application and necessary reports for all programs under Title I.
- Serve as liaison to district budget, accounts payable, and employment services departments.
- Maintain records for all personnel paid out of Title I funds.
- Provide expertise and support services to Title I schools and district office staff on budget-related issues.
- Prepare and maintain documentation files appropriate for audit.
- Prepare and maintain district-required reports and files.
- Monitor project budgets acquired through legislative action (Title I, Delinquent, Migrant Federal and State Migrant Early Childhood, Homeless, ) supporting efforts to achieve district priorities.
- Assist with the development of a system of feedback and assessment of district-level services and programs to determine responsiveness to Title I schools.
- Inform appropriate district staff, regional learning community and school level staff of the Title I compliance requirements and provide monitoring tools.
- Inform Director, Grants, through written and oral reports regarding the status of project budgets, current critical issues and incidents about which he/she should be aware.
- Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the ends policies, the district’s instructional initiatives, and the school district’s charter guidelines.
- Follow the district’s policies and procedures as related to fixed assets.
- Develop leadership in subordinates.
- Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
- Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
- Responsible for self development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
