As a GS-0201-14 Lead HR Specialist (Employee Benefits) you will lead a team, provide expert guidance on federal benefits, oversee retirement and insurance programs, manage HR projects, and resolve complex benefits and policy issues.
Specialized Experience
For the GS 14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties:

Qualifications:
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement- this information must be clearly supported in the resume. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".Specialized Experience

- Resolving employee questions or issues related to benefits or retirement programs;
- Reviewing benefits transactions to ensure accuracy and compliance; AND
- Supporting HR projects or program activities by tracking work and coordinating with stakeholders.

Responsibilities:
- Serves as Team Lead and subject matter expert on federal employee benefits, providing authoritative guidance on complex and sensitive HR issues.
- Leads, coaches, and assigns work to a team; monitors performance, ensures workload balance, and facilitates training and development.
- Oversees benefits programs including health and life insurance, retirement, and workers' compensation, ensuring compliance with laws and regulations.
- Provides retirement and separation counseling expertise, resolving complex eligibility, annuity, and benefits issues for employees and agencies.
- Manages and leads HR projects, including planning, execution, resource coordination, and evaluation of deliverables and outcomes.
- Conducts quality assurance reviews, audits, and data analysis to improve program effectiveness and ensure accurate benefits administration.
- Engages in business development, stakeholder consultation, and interagency coordination to expand HR services and improve program delivery.
