This position is located in the Office of Human Resources (OHR), Office of the Deputy Chair for Management & Budget, at the National Endowment for the Arts (NEA). The incumbent reports to and receives day-to-day technical guidance from the Director of Human Resources.

Qualifications:

You qualify for the GS-11 grade level if you meet the following requirements:

MINIMUM QUALIFICATION:

To qualify for this GS-0201-11 Human Resources Specialist: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Providing comprehensive HR support in staffing, performance, pay, payroll, and employee relations;
  • Assisting with position classification by drafting/updating position descriptions to meet policy standards;
  • Assisting employees on benefits, leave programs;
  • Resolving complex HR issues by researching, reconciling discrepancies, and recommending solutions to senior staff; and
  • Reviewing, editing and updating policy procedures.

OR substitute qualifying education for experience with one of the following:

You must possess aPh.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. (You must provide proof before the job announcement closing date)

OR


You must possess a combination of Specialized Experience and Education: Only graduate level education beyond the first two years may be used to qualify at the GS-11 level. To compute your combined percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100% to qualify for this grade. (You must provide proof before the job announcement closing date)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Responsibilities:

In this position, you will serve as Human Resources Specialist. Typical work assignments include:
  • Providing human resource management advisory and technical services involving the following HR areas: recruitment & staffing, classification, performance management, pay administration, employee relations, employee benefits.
  • Providing HR advisory and technical services in recruitment, staffing, classification, performance management, pay, benefits, payroll, and employee relations.
  • Analyzing HR issues using diagnostic methods, recommending interventions, and resolving complex, interrelated HR problems.
  • Ensuring personnel actions comply with applicable laws and regulations, identifying deficiencies, and taking corrective action.
  • Advising managers on recruitment and placement options, initiating actions, and completing follow-up including job analysis and candidate assessment.
  • Administering position classification policy, interpreting standards, supporting position description development, and ensuring duties are accurate and non-overlapping.
  • Counseling employees on HR programs including benefits, leave, pay, insurance, retirement, and working conditions, and explaining rules and options.
  • Reviewing, editing, and updating policy procedures in accordance with administration priorities and NEA guidelines.
