Qualifications:

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-13 level you must have at least one year (52 weeks) of specialized experience equivalent to at least the CP-12/GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes: 1) Leading and supervising multidisciplinary teams, directing workload, and aligning resources to achieve organizational goals; 2) Applying expert knowledge of supply, property, and asset management to oversee enterprise‑wide logistics, inventory, and accountability programs, including sensitive assets such as weapons and ammunition; 3) Developing, interpreting, and implementing agency policies, standards, and operational guidance for logistics, supply support, and asset management functions; and 4) Managing complex programs and projects, using advanced analytical, problem‑solving, and performance‑measurement techniques to address enterprise‑level challenges and ensure effective cost, schedule, and outcome management.

Highly Desirable: Project Management Professional (PMP) certification.

Responsibilities:

This position is located in the Office of the Chief Administrative Officer, Office of Logistical Services, Property and Asset Management Division.  The Manager of the Property and Asset Management Division provide senior leadership for all enterprise‑wide property, inventory, and asset management functions. The position manages the full lifecycle of uniforms, law enforcement equipment, weapon systems, and ammunition, ensuring strict accountability, secure handling, and compliance. Additional responsibilities include oversight of central shipping and receiving of equipment, the central issue warehouse for uniforms and equipment, reutilization and disposal operations, mail services, and the lost and found program.

The Manager oversees division staff through subordinate supervisors. The position establishes priorities, coordinates project schedules, develops and monitors performance metrics, evaluates employee and supervisory performance, and ensures effective workforce planning. The Manager also directs the operation and enhancement of the Department’s automated property and asset management system (MAXIMO), ensuring accuracy, reliability, and alignment with mission requirements.

The Manager advises senior leadership on strategic planning, program direction, and resource needs. The position leads major initiatives, establishes internal controls, and directs modernization and process improvement efforts across the Division. As a Contracting Officer’s Representative, the Manager oversees contractor performance and ensures full compliance with contract requirements.

The Manager serves as a subject‑matter expert on property, inventory, and asset management, representing the agency on interagency committees and working groups. The position leads the Division’s budget planning and execution processes, ensuring alignment of resources with operational and strategic priorities. The Manager provides expert guidance to senior officials across government and industry on best practices and solutions to complex asset management challenges, including the oversight of high‑risk and sensitive inventories.
