The Child and Family Services Agency (CFSA) is a cabinet level agency within the District of Columbia government, committed to the safety, permanence, and wellbeing of children and families residing in the District of Columbia. This position is in the Human Resources Administration (HRA), Office of the Deputy Director of Administration (ODDA) of the Child and Family Services Agency (CFSA). The primary purpose of this position is to support and administer the Agency’s compliance program by implementing and maintaining processes that ensure agency practices conform with pertinent federal and District laws and regulations and agency policies and procedures to help ensure a safe, secure, drugfree, and alcohol-free workplace.
Duties And Responsibilities
The Human Resources Specialist (Compliance) duties and responsibilities include but not limited to:
Acts as CFSA’s Designated Employer Representative (DER) for the DC Department of Human Resources (DCHR). Duties include:
Relevant Bachelor’s Degree in Human Resources, Business Administration or in a related field is highly preferred.
Must possess at least one (1) year of specialized experience equivalent to the GS‑11 level (or comparable non‑federal experience) directly related to the position, demonstrating the knowledge, skills, abilities, and competencies to successfully perform duties including administering pre‑ and post‑employment drug/alcohol screenings; providing advice/guidance on compliance issues; analyzing program data and preparing reports and recommendations; conducting audits/inquiries; and similar functions.
Licenses and Certifications
Possession of industry and/or work-related certification (e.g., SHRM-CP, SHRM-SCP, etc.) is highly preferred.
Designated Employee Representative (DER) training or its equivalent is required within six months upon incumbency.
Other Significant Factors
Tour of Duty: 8:30-5pm, flexible
Promotion Potential: No known promotion potential.
Collective Bargaining Unit: This position is not covered under the collective bargaining unit.
Work Conditions/Environment: The work is performed in an office setting. The incumbent may need to be at the DCHR’s office to administer the post-employment testing requirements or travel to testing locations in rare situations

Position Designation: This position is designated as “security” sensitive per DPM Chapter 4, Suitability. The candidate/incumbent is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.
Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so many results in forfeiture of employment.

Duties And Responsibilities
The Human Resources Specialist (Compliance) duties and responsibilities include but not limited to:
Acts as CFSA’s Designated Employer Representative (DER) for the DC Department of Human Resources (DCHR). Duties include:
- Administers and coordinate, with HRA and retained medical facilities, the preemployment screening of new hires (e.g., suitability checks such as protection, security, and safety sensitive relative to the nature of the job; criminal background checks; child protection registry checks; traffic record checks; and mandatory drug and alcohol testing).
- Coordinates with CFSA supervisors and the DCHR Representative on post‑employment random drug and alcohol testing of “covered” employees; monitors supervisor notification timeliness to preserve program integrity; tracks random testing progress; and follows up with DCHR on additional testing requirements (e.g., insufficient specimen, verification testing after non‑negative results).
- Administers reasonable suspicion and post‑accident/incident drug and/or alcohol testing in accordance with established procedures and policy.
- Drafts, updates, and implements internal office SOPs consistent with District and Agency compliance policies.
- Provides advisory services and information to managers and employees on compliance program policies, practices, and procedures.
- Conducts routine special projects and studies for the Human Resources Director; compiles data; and prepares reports with findings and recommendations.
- Assists in reviewing MOUs, identifies material differences from prior versions, routes drafts for approval, and facilitates invoicing once approved.
- Coordinates with other units to monitor licensing/certification and recertification of social workers, nurses, and other credentialed professions to ensure compliance; maintains tracking tools and reminders.
- Analyzes qualitative and quantitative compliance data; prepares routine and ad hoc reports; and recommends process improvements within established policy.
- Conducts scheduled internal audits and inquiries; documents results and recommendations; escalates complex or sensitive matters for supervisory review.
- Serves as Agency POC for periodic audits of personnel files and ensures document retention is in compliance with regulations.
- Performs employment and residency verifications and responds to records requests in accordance with privacy and security requirements.
- Maintains compliance records, trackers, and dashboards; supports data calls; and prepares briefings for management.
- Performs other related duties as assigned.
- Thorough knowledge of and skill in applying relevant federal and District laws and regulations including Executive Orders, the DPM, DCHR policies and procedures, and Agency directives sufficient to troubleshoot compliance issues, provide technical guidance, and implement established compliance processes and SOPs.
- Knowledge of auditing techniques to perform routine internal audits, inquiries, or analyses.
- Knowledge of qualitative and quantitative methods to analyze compliance data and make recommendations.
- Skill in writing and editing reports, procedures, and recommendations.
- Ability to build partnerships and advise managers and employees on compliance issues relative to pertinent rules and regulations.
- Proficiency in MS Office (Word, Excel, Access, PowerPoint) and agency systems.
