Join the U.S. Office of Personnel Management (OPM) Shared Service Center! We're looking for talented professionals to help deliver solutions that support federal agencies nationwide. As a GS-0201-14, Supervisory Human Resources Specialist (Employee Benefits) you will lead Human Resources (HR) teams in delivering benefits and workers' compensation, advise federal agencies, and manage operations, growth, and strategy to improve HR services.

Qualifications:

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume; you must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Specialized Experience:
For the GS 14: You must have one full year of specialized experience equivalent to at least the GS-13 level in the Federal service (or equivalent) performing ALL of the following:
  1. Supervising or overseeing federal employee benefits and retirement programs, including but not limited to CSRS, FERS, LEO, TSP, FEHB, FEGLI, flexible benefits, and workers' compensation programs;
  2. providing advisory services on HR issues, including interpreting and applying laws, regulations, and policies related to benefits, retirement, and workers' compensation programs;
  3. managing customer relationships, reimbursable agreements, business operations, and HR systems supporting Federal employee benefits and retirement services, including presenting and negotiating with senior agency officials; AND
  4. collaborating with internal and external stakeholders to deliver HR solutions, resolve issues, and improve benefits program effectiveness.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Directs and oversees a team of HR specialists providing employee benefits and workers' compensation services across multiple federal agencies.
  • Provides senior-level technical consultation and advisory services on complex, controversial, and precedent-setting HR benefits issues.
  • Leads business planning, including market analysis, pricing, budgeting, and development of reimbursable agreements with client agencies.
  • Establishes and maintains relationships with federal agencies and stakeholders; markets HR products and services and delivers presentations.
  • Oversees program execution, ensuring compliance with federal laws, regulations, and policies related to employee benefits and workers' compensation.
  • Supervises staff by assigning work, evaluating performance, resolving personnel issues, and supporting training and development.
  • Contributes to strategic planning, policy development, and organizational initiatives to improve HR service delivery and customer outcomes.
