The Office of the Chief Information Officer (OCIO) serves as the IT hub of the U.S. Department of Labor. Qualifications:

You must meet the Specialized Experience or the Education Requirements to qualify for Administrative Services Specialist, as described below.

For GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-07 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-09 includes (applicants must meet three of the four specialized experience statements):

  • Experience providing administrative and technical support for federal acquisition and procurement activities.
  • Experience supporting Contracting Officer Representatives (COR) in contract administration and contractor management.
  • Experience analyzing administrative processes for improvement recommendations.
  • Experience preparing and communicating technical and administrative information to stakeholders.

Or, you may also qualify by meeting education requirements:

Master's or equivalent graduate degree; or, 2 full years of progressively higher level graduate education leading to such a degree; or, LL.B. or J.D., if related.

You may also use a combination of your education and experience:

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Responsibilities:

This position is in OCIO's Directorate of Administration, Business Management & Governance (ABMG), in the Branch of IT Procurement. The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position.

Major duties below are described at the full-performance level (GS-11). You will receive training and developmental opportunities that will enable you to grow in the position, perform these duties with increasing independence, and assume greater responsibility over time. Major duties include but are not limited to the following:
  • Serve as the primary coordinator for the on-boarding and off-boarding process of government contractors, ensuring adherence to federal regulations.
  • Initiate system access requests and ensure all required tasks are complete in accordance with federal security policies.
  • Conduct regular audits and assessments of contractor training completions ensuring compliance with government-mandated requirements.
  • Implement processes to support tracking and analysis of contract status, contract resources, services, and related deliverables.
  • Coordinate meetings with management, federal staff, and contractors to discuss mutual concerns.
  • Provide administrative support for division operations including helping with routine correspondence issues.
  • Review incoming requests to ascertain technical validity ensuring that responses comply with regulatory standards.
