Qualifications:
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:- Providing comprehensive advisory services to senior management on business operations, budget management, and contract administration, ensuring compliance with laws and regulations
- Collecting, organizing, and analyzing recruitment, hiring, or workforce data using spreadsheets, databases, or other technology tools to identify trends, issues, and program gaps.
- Coordinating with internal and external stakeholders (e.g., other HR offices, program offices, finance, procurement, or other agencies/vendors) to resolve administrative or operational issues and support program goals.
- Examining management practices, workflows, and program data to identify inefficiencies or issues and drafting recommendations or updated procedures to improve operations.

Responsibilities:
The position serves as a first line supervisor within the Recruitment Support Services (RSS) Branch within NRD and is responsible for leading a team focuses on analyzing data and improving the effectiveness of NRD programs and management functions. This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10)Typical Work assignments include:
- Planning, assigning, and reviewing work; setting priorities; establishing performance standards; completing appraisals; addressing performance/conduct issues; approving leave; and managing staffing, training, and awards.
- Assessing and improving administrative processes (e.g., inventory, facilities, records, office services), developing and refining procedures to increase efficiency and service quality.
- Analyzing recruitment, hiring, and workforce data using appropriate tools; identify trends, risks, and gaps; and evaluate impacts of alternative actions.
- Preparing clear reports and briefings that translate complex analysis into actionable recommendations for management and support decisions on major operational and resource changes.
- Representing NRD and coordinating with CBP components, DHS partners, other agencies, vendors, and local entities to resolve operational issues and ensure effective, timely business operations, applying the NTEU contract when supervising bargaining unit staff.
