Qualifications:

Basic Requirements: Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Nurse Licensure/Registration: For all grade levels and positions, applicants must have passed the National Council Licensure Examination . In addition, you must possess and maintain a current, active, full, and unrestricted license or registration as a professional registered nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Providing, guiding and training using medical expertise associated with broad range of health programs offered by the agency;
  • Preparing and interpreting case reviews, medical and other data related to Veterans' Disability Evaluations and researching new and complex occupational health matters and provides results of research to management.

  • Refining guidelines, developing and proposing new methods and work practices and provides input for policy updates.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/21/2026.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Responsibilities:

The position serves as a Lead Nurse Consultant within Customs & Border Protection (CBP) and will allow you to utilize your expertise with assisting the Pre-employment Clearances and Scheduling Branch in administering and coordinating the agency's pre-employment requirements and assisting with the development of medical standards. This position starts at a salary of $116,038.00 (GS-13, Step 1) to $150,852.00 (GS-13, Step 10).

Typical duties include:
  • Ensuring that the organization's strategic plan, mission, vision and goals are integrated into the teams work plans, products and services
  • Providing advice to the team on work methods, work flows, practices and procedures
  • Providing support on complex cases using nursing judgment and critical thinking skills to make medical qualification determinations
  • Training team members how to efficiently and effectively perform the duties of their position
  • Performing quality review on the work completed by the team to ensure consistent and accurate work is performed and updating management with any inconsistencies
  • Maintaining reference materials such as policy and procedure guides and staying current with the knowledge to inform the team of correct procedural processing
