Qualifications:
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:- Developing, implementing, and evaluating agency-wide policies, procedures, and long-range plans; using expert analytical techniques to evaluate the impact of proposed policies and regulations on organizational performance; and assessing the impact of new or modified legislation on agency programs and operations.
- Creating advanced tracking tools to monitor workload and track the progress of multi-year projects, identifying potential delays, resolving disputes and ensuring the timely delivery of program deliverables.
- Planning and managing resources (personnel, budget, equipment, facilities), monitoring program performance and casework flow, identifying bottlenecks or process issues, and recommending/implementing operational improvements in support of organizational goals.
- Preparing comprehensive reports and policy documents and delivering high-level briefings to senior executives; work effectively with internal and external partners to achieve shared organizational goals.

Responsibilities:
The incumbent will serve as a key leader within the Mission Support Branch (MSB), responsible for providing comprehensive administrative and supervisory oversight to ensure the effective delivery of mission support services across the Office of Professional Responsibility (OPR). The role requires expert analytical, technical, and managerial skills to direct, implement, and evaluate programs and initiatives that have OPR-wide impact.This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10).
Typical duties will require:
- Directing, implementing, and overseeing Mission Support Branch (MSB) administrative programs (financial management, human capital, travel, training, technology management, logistics) with OPR-wide impact, ensuring alignment with CAD/OPR mission and long-range plans.
- Developing, interpreting, and evaluating policies, procedures, and plans; providing expert analytical and technical support to leadership; and assessing new or modified legislation for impact on OPR programs and operations.
- Planning, prioritizing, and assigning work to a staff of Management and Program Analysts and/or Mission Support Specialists; balancing workload; monitoring progress; and evaluating program effectiveness, efficiency, and compliance with organizational objectives.
- Exercising full first-line supervisory responsibilities, including hiring and staffing recommendations, performance management, awards and recognition, leave and overtime approvals, addressing conduct and performance issues, and identifying and arranging employee training and development.
- Preparing and delivering clear, accurate, and timely reports, briefings, and other final documents for executive management and policy officials; coordinating with senior leaders and counterparts across CBP, DHS components, and other federal entities to resolve complex issues and support CAD's polygraph program.
