Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in Community Based Organizations (CBO) and through Family Childcare (FCC) programs. DECE provides families with access to high quality, inclusive early childhood programs for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured, and supported.
The Portfolio Planning Specialist will work closely with the Director of Portfolio Planning and the Chief of Strategy and Policy to develop efficient and effective data-informed systems aimed to identify community and family needs to design, propose, and implement seat allocation plans for children birth to five across all NYCPS early childhood settings. The Portfolio Planning Specialist will support the DECE Leadership in actively engaging with key internal and external stakeholders in order to support with strategic policy decisions on how to best optimize seat placement and utilization for children and support key projects and work streams related to birth to five portfolio planning across New York City. This includes supporting planning for all setting types where birth to five services are provided. Performs related work.

Key Relationships: Portfolio Planning Specialists, Quality Management Systems team, DECE senior leadership team, DECE Field Offices, Community Superintendents, School Leadership, Division of Contracts and Purchasing, Division of Information and Instructional Technology (DIIT), Office of Student Enrollment (OSE), Office of District Planning (ODP), Division of Financial Operations, School Construction Authority (SCA), and other central NYCPS offices; New York City early childhood education providers of all settings.

Responsibilities
- Collaborates with NYCPS offices and external partners to facilitate the expansion and improvement of early childhood education offerings.
- Engages with program leaders and community stakeholders to support the development and sustainability of early childhood education programs.
- Coordinates responses to inquiries from families, school leaders, and community members regarding early childhood programs.
- Participates in research and analysis to identify trends in community needs and recommend adjustments to program offerings.
- Prepares summary reports and data briefs to inform program planning and community engagement efforts.
- Drafts communications and informational materials to support program leaders and stakeholders.
- Collects and organizes data related to enrollment, demographics, and program performance to support decision-making and evaluation.
- Helps manage timelines and deliverables for projects involving school readiness, seat expansion, and program transitions.
- Assists in coordinating budget and expenditure tracking for early childhood programs in collaboration with finance and program teams.
- Supports compliance efforts related to fiscal reporting and documentation for UPK programs.
- Supports the implementation of strategic initiatives aligned with DECE’s goals and community development priorities.
Minimum
- A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above.
Preferred
- Knowledge of NYCPS policy and procedures and the ability to interpret and apply policies effectively, especially those related to the DECE.
- Experience in early childhood or education related program support, coordination or administration.
- Strong spoken and written communication skills to share information effectively and confidently with internal and external audiences.
- Strong writing, editing, and proofreading skills.
- Excellent program management skills, with the ability to plan, organize, develop, and lead the implementation of large-scale projects on a school/district/or citywide basis.
- Strong leadership skills; excellent interpersonal skills, including the ability to build and cultivate personal relationships and work effectively with diverse groups, including education and non-education personnel, internal and external to the NYCPS.
- Excellent organizational and interpersonal skills in dealing with administrative and school-based personnel.
- Attentive to detail, extremely organized, able to work under pressure, and meet frequent and changing deadlines.
- Ability to conduct data analyses around educational issues; ability to manipulate data and communicate the results to internal and external audiences.
- Familiarity with Microsoft and Google suites, including Google Sheets, Slides, Docs.
- Knowledge of Microsoft Office 365 applications.
