Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in Community Based Organizations (CBO) and through Family Childcare (FCC) programs. DECE provides families with access to high quality, inclusive early childhood programs for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured, and supported.
The Inclusive Learning Portfolio Planning Specialist will work closely with the Inclusive Learning Portfolio Planning Manager and the Chief of Systems Planning to develop efficient and effective data-informed systems. This position identifies community and family needs to design, propose, and implement seat allocation plans for children birth to five across all NYCPS early childhood settings. The Specialist will support the DECE Leadership in actively engaging with key internal and external stakeholders to support strategic policy decisions on how to best optimize seat placement and utilization for children. The position will also support key projects and work streams related to birth to five portfolio planning across New York City. This includes supporting planning for all setting types where birth to five services are provided. Performs related work.

Responsibilities
- Develops and disseminates clear communications to program and school leaders regarding preschool special education expansion and conversions.
- Serves as a primary point of contact for inquiries from principals, district leadership, families, elected officials, and other stakeholders and coordinates responses to ensure timely and accurate information.
- Partners with DIAL to review and adjust preschool special education offerings to meet community needs.
- Maintains ongoing liaison with DIAL to monitor and evaluate the preschool special education portfolio.
- Plans and coordinates Extended School Year (ESY) programs in collaboration with the Division of Inclusion and Accessible Learning (DIAL) to ensure equitable access for students with disabilities requiring 12-month services.
- Oversees project timelines and implementation for preschool special education initiatives, ensuring compliance with state regulations and program goals.
- Prepares and submits required applications to the New York State Education Department for new or modified preschool special education classes.
- Analyzes data to inform decisions on school and program changes, including grade reconfigurations and phase-outs, and prepares reports on budget and staffing implications.
- Aligns portfolio management strategies with DECE’s strategic plan, state improvement plans, and applicable laws and policies.
- Supports procurement processes, including Requests for Proposals (RFP), to advance early childhood program goals.
- Conducts research and data analysis on enrollment trends, admissions patterns, and geographic demand to recommend seat adjustments that address community needs.
Minimum
- A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

Preferred
- Knowledge of NYCPS policy and procedures and the ability to interpret and apply policies effectively, especially those related to the DECE.
- Experience in early childhood or education related program support, coordination or administration.
- Strong spoken and written communication skills to share information effectively and confidently with internal and external audiences.
- Strong writing, editing, and proofreading skills.
- Excellent program management skills, with the ability to plan, organize, develop, and lead the implementation of large-scale projects on a school/district/or citywide basis.
- Strong leadership skills; excellent interpersonal skills, including the ability to build and cultivate personal relationships and work effectively with diverse groups, including education and non-education personnel, internal and external to the NYCPS.
- Excellent organizational and interpersonal skills in dealing with administrative and school-based personnel.
- Attentive to detail, extremely organized, able to work under pressure, and meet frequent and changing deadlines.
- Ability to conduct data analyses around educational issues; ability to manipulate data and communicate the results to internal and external audiences.
- Familiarity with Microsoft and Google suites, including Google Sheets, Slides, Docs.
- Knowledge of Microsoft Office 365 applications.
