Position Summary: The Senior IT Services Analyst will be responsible for the procurement of the Division of Instructional and Information Technology’s (DIIT) IT service resources. This role will also monitor and track DIIT’s consultants, temporary employees, and service providers, ensuring that all procurement activities comply with appropriate Standard Operating Procedures (SOP), guidelines, policies and internal processes. Performs related work.

Responsibilities
- Ensures DIIT service contracts comply with the appropriate NYCPS Procurement Policy and Procedures (PPP) and Standard Operating Procedures Manual (SOPM).
- Collaborates with DCP to initiate DIIT procurements, track statuses and resolve contract compliance issues.
- Coordinates processes for IT Services recruitment, onboarding, and tracking for consultants and temporary employees and service providers, including:
- Maintaining DIIT database to ensure timely procurement cycles for resources, as needed.
- Managing recruitment processes from initiation to onboarding.
- Ensuring resource compliance with the NYCPS security clearance and fingerprinting policies.
- Coordinating the onboarding process including CyberShift activation and account provisioning and workstation assignments, as needed.
- Partnering with vendors to ensure contract compliance, resolve potential conflicts, negotiate improved pricing, and discuss product quality and delivery.
- Facilitating replacement, termination, and disciplinary actions, as needed.
- Spearheads the development of new solicitations, including but not limited to:
- Providing DIIT stakeholders sourcing and contract guidance.
- Developing and reviewing solicitation documents.
- Collaborating with DIIT stakeholders for specifications and/or business requirements.
- Collaborates with COO Team to strategize processes related to onboarding of DIIT consultants and temporary employees and service providers.
- Supervises staff, including establishing workloads, prioritizing work assignments, developing, interpreting, enforcing policies and procedures, and resolving issues.
- Strategizes, develops and implements procedures for improved contract management and administration in compliance with NYCPS policy.
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
- A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1"
- An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as
