SUMMARY
The HR Director leads and oversees all Human Resources functions, ensuring compliance with federal, state, and agency regulations while aligning HR operations with organizational strategy. This role directs HR activities including staffing, onboarding, benefits, training, compliance, employee relations, performance management, compensation, HRIS administration, and strategic planning.
ESSENTIAL DUTIES AND RESPONSIBILITIES
GENERAL DUTIES
• Maintain in-depth knowledge of federal, state, and local employment laws, HR trends, and compliance requirements.
• Oversee HR programs including compensation, benefits, leave, performance management, employee relations, training, and safety.
• Ensure HR policies and practices remain compliant and aligned with organizational needs.
• Direct recruitment strategies and staffing plans for all facilities.
• Analyze HR metrics, trends, and HRIS reports for strategic decision-making.
• Identify, implement, and optimize HR systems and software for compliance and operational efficiency.
• Conduct department evaluations and recommend process improvements.
• Provide leadership, coaching, and support to HR team members across all facilities.
• Oversee administrative operations of the Corporate Office.
• Supervise front office staff, administrative staff, office managers, and facility administrators.
• Represent HR in professional development events, networking, and industry meetings.
• Communicate HR policy updates and regulatory changes to senior leadership.
JCAHO EMPLOYEE & CONTRACTOR FILE MAINTENANCE
• Oversee employee and contractor file maintenance according to Federal, State, JCAHO, DCF, and agency standards.
• Coordinate roster maintenance and file preparation for audits and facility surveys.
• Ensure timely completion of license renewals and credential updates.
• Conduct monthly personnel file audits for accuracy and compliance.
• Manage tracking systems for licensure, certifications, evaluations, and regulatory renewals.
EDUCATION & TRAINING COMPLIANCE
• Monitor and enforce completion of mandatory annual and quarterly training for all applicable staff.
• Maintain training documentation and ensure compliance with regulatory standards.
REPORTING & INSURANCE BENEFITS ADMINISTRATION
• Respond to employee and manager inquiries regarding 401(k), health insurance, and voluntary benefits.
• Manage annual catch-up contributions and related retirement plan actions.
• Run eligibility reports and oversee employee benefits enrollments and terminations.
• Conduct monthly and annual insurance premium audits.
• Oversee CMS disclosures, 1095-C filings, and open enrollment processes.
• Manage COBRA processes and communication with carriers.
• Oversee workers’ compensation, unemployment, vehicle insurance, and disability claims.
• Represent the organization in workers’ compensation and unemployment hearings.
• Maintain documentation of all employee injuries and coordinate with insurance agents.
OTHER DUTIES
• Provide strategic HR guidance to executive leadership.
• Support compliance audits, surveys, and special projects.
• Perform additional duties as assigned by the CEO.

EDUCATION & EXPERIENCE
• High School Diploma required.
• Bachelor’s degree in Human Resources or related field preferred.
• Minimum of five years HR management experience required.
• SHRM‑CP or SHRM‑SCP highly preferred.
PHYSICAL REQUIREMENTS
• Prolonged periods sitting at a desk and working on a computer.
• Ability to lift up to 15 pounds as needed.
