The Opportunity
The OSINT Capabilities Manager provides technical and administrative oversight of the Open-Source Intelligence (OSINT) enterprise. The incumbent is responsible for the lifecycle management of Publicly Available Information (PAI) platforms, ensuring that all capabilities are integrated, managed, and audited in accordance with mission requirements and federal regulations. This role serves as a primary interface between government stakeholders, commercial vendors, and end-users to ensure seamless operational continuity.


Key Responsibilities (*Essential Functions)

Vendor & Capability Management

  • Serve as the primary technical point of contact for commercial OSINT vendors, coordinating product evaluations, technical demonstrations, and service renewals.
  • Map vendor capabilities against government mission gaps to ensure the portfolio provides comprehensive coverage of targeted data sets, including social media, dark web, maritime, and geospatial data.
  • Facilitate the assessment of new tools for technical compatibility, data veracity, and adherence to security protocols before enterprise-wide deployment.
  • Conduct regular technical exchanges with industry partners to stay abreast of emerging PAI collection methodologies and analytic enhancements.

Account Management & Access Control

  • Execute the end-to-end management of user accounts, including onboarding, periodic re-validation of access, and immediate de-provisioning during offboarding.
  • Maintain an authoritative database of user permissions, ensuring access is granted based on validated mission requirements and the completion of mandatory training such as Intelligence Oversight and OPSEC.
  • Provide high-level technical support for account-related issues, coordinating with vendor support teams to resolve service disruptions and platform outages
  • Manage role-based access controls (RBAC) to ensure that sensitive capabilities are restricted to authorized personnel according to the principle of least privilege.

Usage Analytics & Senior Reporting

  • Develop and maintain automated frameworks for tracking tool utilization, data consumption, and user engagement levels across the enterprise.
  • Generate formal, data-driven reports for government leadership to justify resource allocation, demonstrate Return on Investment (ROI), and inform procurement decisions.
  • Identify patterns in usage to recommend the expansion of high-value capabilities or the decommissioning of underutilized services to optimize the program budget.
  • Present complex technical telemetry in a concise format suitable for Senior Executive Service (SES) or equivalent directorate-level review.

Policy Compliance & SOP Support

  • Ensure all OSINT tool utilization aligns with established Intelligence Oversight (IO) policies, Privacy Act requirements, and organizational mandates regarding Publicly Available Information (PAI).
  • Author, update, and disseminate Standard Operating Procedures (SOPs) governing account security, data handling, and the ethical use of OSINT tools within Managed Attribution environments.
  • Maintain comprehensive audit trails of user activity and account assignments to support internal compliance reviews and external inspections.
  • Coordinate with Information Assurance (IA) leads to ensure all third-party platforms meet the necessary security posture for integration into government workflows.
  • Fluency in English (written and spoken)
  • Current TS/SCI required, with ability to obtain a CI Poly, active CI Poly candidates will have preference

Education

  • Bachelors degree and 9 years of related experience, or Masters degree and 7 years of related experience in Intelligence Operations, Program Management, or IT Governance within a government or defense environment.


Required Skills, Experience & Abilities

  • Regulatory Knowledge: Proficiency in the application of DoD Manual 5240.01, EO 12333, and agency-specific OSINT/PAI policies.
  • Platform Expertise: Technical familiarity with the deployment and management of cloud-based OSINT platforms and Managed Attribution (MA) suites.
  • Communication: Demonstrated ability to produce formal staff actions, decision memos, and executive-level briefing materials.

Preferred Qualifications

  • Prior experience supporting OSINT, Cyber Intelligence, or Fusion Center operations within a government or defense environment.
  • Experience managing vendor capabilities, contract performance, and integrations for enterprise OSINT or PAI platforms.
  • Ability to analyze usage data and present executive-level reporting, including dashboards, trends, and ROI justification.

  • This position will support DIA in Reston, VA, in office Monday – Friday with potential for hybrid work.
