The Health Program Administrator will support the Health Facilities Management Program (HFM) in the contract management, procurement/purchasing, accounting and workforce activities of the four Department of Health owned and operated NYS Veterans Homes, the Centralized Billing Office for the NYS Veterans Homes, and Helen Hayes Hospital.

For contract management the selected candidate will be responsible for the fiscal and administrative oversight of the program's contracts, working to ensure they comply with New York State's laws, rules, regulations and policies; directly negotiating, developing, preparing, reviewing implementing, processing and tracking contracts; auditing and processing contracts, procurements, claims and vouchers; approving and reviewing contract payments to ensure that the payments are in accordance with contract terms. They will also be reviewing contractor performance, including price adjustments, amendments, contract interpretation and contract compliance issues; reviewing budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations. In additions they will be providing technical assistance related to New York State’s laws, rules, regulations and policies to program staff.

For procurement/purchasing the selected candidate will be responsible for overseeing the purchase of a wide variety of supplies, materials, equipment, and services required by HFM in compliance with New York State's laws, rules, regulations and policies administered by the Office of General Services and the Office of the State Comptroller. The selected candidate will be making recommendations on large purchase orders for commodities and services (i.e., approve, amend, disapprove); leading and supervising negotiations on purchases; confirming accuracy and completeness of bills and verifying delivery; communicating with program administrators to determine available funding and ensure compliance with the budgeted amount for procured commodities. They will also be preparing reports and cost analyses for managerial review; leading and supervising liaison activities with vendors and program administrators and all other required entities. In addition, they will also be providing training on purchasing policies and guidelines.

The Health Program Administrator will provide support to HFM by reviewing and analyzing accounting transactions, including the preparation of financial reports and statements; accounts receivable, accounts payable; general accounting; and purchase requisitions and billing.

The Health Program Administrator will also provide human resources support; analyzing workforce data including trends, recruitment and retention data; supporting recruitment and retention efforts through data compilation, and data analysis; develop workforce related recommendations; conducting cost benefit analysis on workforce options; and supporting development of recruitment announcements, reclassifications and grade adjustments to support facility operations.

Qualifications

Minimum Qualifications

Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, G25 OR Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 23 or above, and that is eligible for transfer under Section 70.1 and or 52.6 of the Civil Service Law to Health Program Administrator 2.

Preferred Qualifications: Five years of experience managing the business operations of a healthcare facility or NYS institution with demonstrated competence in contract administration, purchasing, accounting, and human resources.

The Office of Health Facilities Management (HFM) is the office within the Department of Health (DOH) tasked with overseeing the operation of four DOH Operated Veterans Homes and its Centralized Billing Office, and Helen Hayes Hospital. HFM represents 1,200 - 1,500 state staff, 1,025 certified beds, and an operating budget of approximately $190 million.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
