SUMMARY:Reporting to the Director of Finance, the Deputy will have both internal and external-facing responsibilities. Ranging from assisting with the planning, developing, organizing, implementing, and directing of all activities associated with the Finance Division of the Lottery.
Responsibilities
Job duties include, but are not limited to:
*General Finance Division - 80% Daily*
Supervised by: Director of Finance
Positions Supervised: Four (4) Finance Positions
REQUIREMENTS NECESSARY TO PERFORM ESSENTIAL FUNCTIONS: Normal visual, hearing and speech acuity is required, as is manual ability to operate keyboard. The requirements in this section are not intended to conflict with applicable federal and state laws or regulations including the Americans with Disabilities Act and the New Mexico Human Rights Act, including providing reasonable accommodations as may be necessary under these laws. in-person attendance is required on a regular basis. Some travel may be occasionally required.

Responsibilities
Job duties include, but are not limited to:

- Assists with the day-to-day accounting and financial functions, including accounts payable, integration of accounts receivable, cash and game transactions into
- Assists with the payroll preparation to ensure that employees are properly paid each pay period, applicable taxes are properly computed, remitted, and reported to state and federal bodies, and that applicable benefit deductions are taken, and payments made to benefit providers.
- Assists with ensuring compliance with internal accounting and financial policies, generally accepted accounting principles and laws and regulations, e.g., Financial Accounting Standards Board (FASB), Governmental Accounting Standards Board (GASB) rules, standards, etc.
- Assists with the annual financial audit. Assists with the preparation of the financial statements, notes to the financial statements, and the Management Discussion and Analysis for the independent audit report.
- Assists in the review of the pension plan contribution files prepared by the vendor payroll company to ensure that appropriate contributions are being made for plan participants each payroll and reconciles the contribution files to the general ledger and the payroll registers.
- Manages employees directly reporting to the Deputy Director, including staff activities and coordination of schedules and timetables with regard to completing tasks, reports and financial statement closing.
- As directed by the supervisor, prepares and submits both oral and written reports to executive staff, Board of Directors, and applicable state government bodies.
- As directed by supervisor, prepares, oversees and/or analyzes RFP's and existing contracts to ensure compliance with terms.
- As directed by supervisor, reviews instant game working papers and new on-line game parameters and/or changes thereto.
- As directed by supervisor, prepares financial and accounting policies and/or procedures for the Lottery.
- Assists in the day-to-day management and supervision of all Finance Division staff and assumes responsibility for the operation of the division when the Director of Finance is not present.
