GENERAL SUMMARY


Coordinate and direct daily workflow of Homeownership Staff (excluding Homeownership Representatives) and keeps the Director of Homeownership informed of any issues or concerns that may arise. This position handles updating department policies and procedures manuals including the desktop procedures. Tasks are performed as needed to support the department as necessary to compensate for absences, peak workloads and any staff changes.

ESSENTIAL DUTIES & RESPONSIBILITIES


The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

• Directs the daily activities of the department, which includes planning, coordinating, projects, processes, procedures, systems, standards, ensures compliance with federal, state and local laws, regulations, codes, and/or standards

• Works in partnership with Homeownership Representatives and Director of Homeownership to answer and resolve programmatic questions relating to loan files or lenders

• Responsible for all aspects of Housing New Mexico programs including compliance, pipeline monitoring, reporting, training and communicating with related parties

•Facilitates: Special Projects (requests for information/data), Procedures, Policies, Program Documents, Power Points, Lender Memos

• Manages and responds to phone calls and e-mails; corresponds with potential borrowers, lenders, title companies and other business-related parties

• Assures timely completion and submittal of the annual IRS filing report (Bond Loans) and the annual Capital Magnet Fund report, monthly pipeline reporting for Executive Director (CEO), Quarterly Reports and any other reports or data requests as needed

• Performs and oversees month end reconciliation reporting. Appropriations (General Fund) reconciliation; reviews for accuracy and ensures that reports are completed

• Performs various duties associated with the tracking, use and balancing of the Federal and State Funds used toward Housing New Mexico’s Single Family DPA programs

• Serves as the Director of Homeownership in the Directors absences and performs back-up duties for the Director of Homeownership

• Performs other related duties of similar nature and level as assigned

• Employees are required to comply with safety regulations, procedures and protocols

MINIMUM QUALIFICATIONS


Education and Experience

Associate’s degree or mortgage lending / operations experience of 7 to 10 years

KNOWLEDGE, SKILLS and ABILITIES


• Must have extensive knowledge of the Housing New Mexico Single Family programs

• Must have a working knowledge of the mortgage loan process, including various loan programs readily available in the market

• Must be able to extrapolate income from various documents and employment types including self-employment. Knowledge of calculating income in accordance with HUD Part-5 preferred

• Well versed in the inner workings of Mortgage Revenue bond issuance and Mortgage-Backed Security; specifically, the To Be Announced (TBA) forward contracts

• Comprehensive knowledge of mortgage and program applicable regulations

• Extensive knowledge of the departments software (MITAS, PowerLender and VirPack), running reports as well as designing exports and creating and adjusting tables

• Ability to work independently and manage complex workloads by setting and executing priorities

• Manage inquiries or complaints

• Perform mathematical computations such as addition, subtraction, multiplication, division. Calculate percent distributions, increase rates, and similar computations

• Must possess an intermediate working knowledge of Microsoft Excel. Must be able to create basic formulas, sort data, generate basic pivot tables and charts

• Exercise good judgment and focus on detail as required by the job

• Operate standard office equipment, such as computer keyboards and monitors, copiers, scanners, telephone and financial calculator

• Advanced use of computer software and systems applicable to the position

• Follow oral and written instructions and procedures

• Verify and maintain accuracy of detailed data and information, detect and rectify data errors

• Meet schedules and deadlines of the work unit
