About the Role
We are seeking an experienced IT Contracting Officer to support our client’s centralized IT procurement and contract governance functions. In this role, you will manage complex IT procurements, oversee contract execution, ensure compliance with state regulations, and partner closely with legal, cybersecurity, and enterprise technology teams. The successful candidate will be an expert in public-sector contracting, vendor management, and IT purchasing best practices.
Key Responsibilities
• Lead end-to-end IT procurement cycles including RFP, RFI, RFQ, and sole-source processes.
• Draft, review, and negotiate IT contracts—covering software licensing, SaaS, cloud services, hardware, and professional services.
• Collaborate with legal, cybersecurity, architecture teams, and business stakeholders to ensure contracts meet all technical and regulatory standards.
• Ensure strict compliance with State of Iowa procurement statutes, administrative rules, and internal policies.
• Maintain precise procurement and contract documentation within state procurement systems.
• Provide training and guidance to internal teams on best practices in IT contract management.
• Monitor vendor performance and support contract enforcement and dispute resolution when required.
• Stay updated on industry trends, procurement regulations, and emerging IT contracting practices.
Mandatory Skills & Qualifications
• Bachelor’s degree in Business Administration, Public Administration, Information Technology, or a related field.
• 5 years of IT procurement, contract negotiation, or public-sector contracting experience.
• Strong knowledge of IT contract models including SaaS, IaaS, perpetual licenses, and maintenance/support agreements.
• Familiarity with state or federal procurement laws and regulations.
• Excellent written and verbal communication skills.
• Strong analytical, negotiation, and project management skills.
Preferred Skills
• Experience using State of Iowa systems such as Workday, I/3, or comparable procurement platforms.
• Professional certifications such as NIGP-CPP, CPPB, CPPO, NCMA CPCM.
• Experience in a centralized procurement or shared services environment.
• Knowledge of cybersecurity, data privacy, and security requirements within IT contracts.
