Summary

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the PROGRAM OFFICE of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

Duties

You will manage cost, schedule, performance and quality of assigned program(s) or platform(s) within DOD and SECNAV.You will develop system acquisition management strategies, goals and objectives addressing both current and next-generation systems and material.You will coordinate with other team members to develop, maintain and collectively manage the project using an Integrated Master Schedule (IMS).You will measure and track activities to ensure milestones and acquisition activities are on schedule, reports deviations and initiates corrective actions independently.You will prepare and present oral and written presentations to the Programs Manager and others as needed.You will communicate effective team direction providing product vision and clear two-way communications.You will ensure the proper utilization of government funds in the execution contracted work, and that work performed is within the scope of the contract.You will perform program analyst functions to include independently planning, executing, and overseeing programs or projects with responsibility for cost, schedule, and performance; preferably within a tools or software-related portfolio.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing operational requirements for developing and procuring new systems; 2) Implementing new technology developments and capability in adjudicating highly complex technical, manufacturing, test, logistic support and contract issues; 3) Applying fiscal, contracting and administrative policies procedures and practices in determining major acquisition programs economic feasibility; 4) Utilizing regulations to apply appropriate requirements and risk management processes; and 5) Providing communication management skills with numerous sponsors, and customers, for resolution of complex issues.
