Jov Summary:
The Accountant/Fiscal Officer will be responsible for overseeing all financial activities of the agency, including grant management, budget preparation, financial reporting, and audit coordination. This role requires a thorough understanding of government grants (particularly FTA Section 5311 funds), cost allocation, and state and federal regulatory requirements related to rural transit funding.
Key Responsibilities:
- Manage all accounting functions: general ledger, accounts payable/receivable, payroll, bank reconciliations, and financial controls.
- Prepare and submit all financial reports required for FTA Section 5311 funding, including quarterly reports, National Transit Database (NTD) submissions, and financial status reports.
- Develop and monitor annual operating and capital budgets, ensuring proper allocation of local, state, and federal funds.
- Track and manage grant expenditures, prepare reimbursement requests, and ensure expenditures align with approved grants and contracts.
- Maintain cost allocation plans and track eligible versus ineligible expenses for grant reporting purposes.
- Prepare for and coordinate external audits and financial reviews.
- Assist in developing financial policies and procedures to ensure compliance with federal, state, and local regulations.
- Provide monthly financial reports and updates to Manager.
- Maintain grant files and documentation to support all claims and reports.
- Monitor cash flow, manage agency assets, and recommend financial strategies to leadership.
Required Qualifications:
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
- At least 3–5 years of experience in governmental accounting, nonprofit accounting, or public sector financial management.
- Knowledge of FTA grant regulations, OMB Uniform Guidance (2 CFR Part 200), and transit program financial requirements.
- Experience with federal and state grant management, including drawdowns and reporting.
- Strong proficiency in accounting software and Microsoft Excel.
- Excellent organizational, analytical, and communication skills.
- Assist auditors with end of fiscal year audit.
Preferred Qualifications:
- CPA, CGFM (Certified Government Financial Manager), or similar certification.
- Prior experience with transit agency finance, especially under FTA Section 5311 programs.
- Familiarity with cost allocation methodologies, indirect cost rates, and single audit compliance.
- Familiarity with adjusting journal entries.
