Job Summary
As the Payroll and Billing Manager, you’ll lead a high-performing team to ensure accurate, compliant, and efficient multi-state payroll and government contract billing operations. This pivotal role combines leadership, strategy, and hands-on expertise to drive financial accuracy, streamline processes, and support company-wide success.
Essential Functions:
- Responsible for multi-state payrolls, ensuring adherence to company accounting procedures, related regulatory compliance, and DCAA guidance.
- Prepare, submit, and post contract billing via government payment systems and the job cost system, ComputerEase.
- Supervise and develop a team of two to three payroll personnel.
- Manage compliance of the electronic timekeeping system.
- Ensure the accuracy of employee payroll records, including exemptions, deductions, job changes, and PTO balances, in accordance with various policies (Exempt, SCA, CBA).
- Oversee the processing of garnishments and orders, ensuring adherence to federal and state limitations.
- Manage contract billing, reporting, and monthly review of Work in Progress (WIP) and budgeting.
- Provide expert payroll information and resolve complex questions from employees, managers, and external partners.
- Manage and participate in internal and external audit processes (e.g., 401k, benefits, financial, DCAA).
- Investigate and resolve escalated payroll discrepancies.
- Establish and maintain departmental guidelines, procedures, and goals related to efficiency, accuracy, and process improvement initiatives.
- Ensure the protection of all sensitive and personally identifiable information within the department.
- Prepare reports summarizing earnings, taxes, deductions, and other payroll data, and submit payroll tax reports.
- Maintain levels of funds for contracts and prepare customer notices in accordance with contract directives.
- Develop job budgets and establish jobs within the accounting system while tracking contract modifications and charge codes.
Qualifications:
- Minimum of two (2) years’ experience managing in-house payroll processing
- Minimum of one (1) year managing 2-5 team members
- Minimum of two (2) years of billing/invoicing processing and management experience
- Minimum of Two (2) years’ experience of accounting software
- MS Office suite experience. Advanced Excel skill level.
- ComputerEase experience preferred
- Fundamental Payroll Certification (FPR) or Certified Payroll Professional (CPP) preferred
Education:
- Bachelor’s Degree in Finance, Accounting, or related field
Salary : $85,000 - $95,000
