Essential Functions
- Responsible for multi-state payrolls, ensuring adherence to PTi Accounting SOPs, related regulatory compliance, and DCAA guidance.
- Prepare, submit, and post contract billing via government payment system and PTi job cost system, ComputerEase
- Supervises and develops a team of two to three payroll personnel
- Manages the compliance of the electronic timekeeping system
- Ensures the accuracy of employee payroll records, including exemptions, deductions, job changes, and PTO balances in accordance with various policies (Exempt, SCA, CBA).
- Oversees the processing of garnishments and orders ensuring adherence to federal and state limitations.
- Manage contract billing, reporting, and the monthly review of Work in Progress (WIP) and budgeting.
- Provides expert payroll information and resolves complex questions from employees, managers, and external partners.
- Manages and participates in internal and external audit processes (e.g., 401k, benefits, financial, DCAA).
- Investigates and resolves escalated payroll discrepancies
- Establishes and maintains departmental guidelines, procedures, and goals related to efficiency, accuracy, and initiatives.
- Ensures the protection of all sensitive and personally identifiable information within the department.
- Prepares reports summarizing earnings, taxes, deductions, and other payroll data and submits payroll tax reports.
- Maintains levels of funds for contracts and prepares customer notices IAW contract directives.
- Develops job budgets and establishes jobs within the accounting system, while tracking contract modifications and charge codes.
- Supports PTi's QMS, Safety, Environmental, and Security Programs, and other Company certifications and initiatives.
- Other duties as assigned.
Experience:
- Minimum of two (2) years' experience managing in-house payroll processing
- Minimum of one (1) year managing 2-5 team members
- Minimum of two (2) years of billing/invoicing processing and management experience
- Minimum of Two (2) years' experience of accounting software
- MS Office suite experience. Advanced Excel skill level.
- ComputerEase experience preferred
- Fundamental Payroll Certification (FPR) or Certified Payroll Professional (CPP) preferred
- Current on new legislation and regulatory rulings impacting payroll and billing with the ability to develop strategies to ensure organizational compliance.
- Ability to analyze information using principles of accounting, billing, and job set up
- Extreme attention to Detail
- Must demonstrate the ability to effectively read and write in English, and comprehend written instructions, perform common mathematical tasks, and communicate effectively.
- Completion of company mandated training applicable to position.
- Bachelor's degree in Finance, Accounting, or related field
