This position exists to formally manage projects that are critical to the success of the MNIT Enterprise Security Office (ESO). These projects support the enhancement and modernization of the Security Services Enterprise and the Cybersecurity Programs. These efforts are tied to legislative funding that is provided through 2027. Included are technology projects that span the disciplines of the Cybersecurity Program and enhance foundation cybersecurity infrastructure, services, processes, tools and technologies.
The incumbent will be the Sr. Project Manager for the LoginMN SSO project which is a web-based platform allowing end to end management of user identities. This project/program Sr. Project Manager will use an agile methodology and industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT.
The incumbent ensures quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices. The end goal of the position is the successful delivery of projects in a consistent and documented manner.
This position is temporary and includes full state fringe benefits; it is anticipated to last one (1) year.
This position requires an employee to be onsite at 600 N. Robert Street, Suite 2800 St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

- Experience leading large, complex IT projects or programs with responsibility for full project lifecycle (initiation, planning, execution, monitoring, and closure).
- Experience applying project management methodologies (e.g., Agile, PMBOK) to deliver technology solutions
- Experience managing project scope, schedule, risks, issues, and change control across multiple stakeholders.
- Experience leading cross-functional teams and coordinating work across multiple business and IT areas.
- Experience supporting the development and implementation of large-scale IT systems or enterprise solutions
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.

Preferred Qualifications
- Advanced experience managing enterprise-level or statewide IT projects, particularly in cybersecurity or infrastructure initiatives.
- Experience working on identity and access management (IAM) or security-related systems and services.
- Experience leading projects funded through legislative appropriations or grant-funded initiatives, including reporting and compliance requirements.
- Experience applying Agile methodologies in complex, multi-team environments, including coordinating across multiple workstreams.
- Experience performing business analysis (BA) and/or quality assurance (QA) activities within IT projects.
- Experience developing and delivering executive-level status reporting, risk communication, and stakeholder presentations.
- Professional certification in Project Management (e.g., PMP, PMI-ACP, or equivalent).
