Job Summary
The Procurement Analyst plays a critical role in supporting the Minnesota Department of Health (MDH) and MNIT Services through centralized IT procurement, financial analysis, and asset management. This position ensures the accurate, compliant, and efficient acquisition and lifecycle management of IT hardware, software, licenses, and related services. The Analyst collaborates closely with MNIT teams, MDH business partners, vendors, and financial management staff to maintain up-to-date fiscal data, monitor budgets, manage renewals, and reconcile expenditures.
In addition to procurement and fiscal responsibilities, the role provides subject-matter expertise on software and hardware purchasing processes, supports annual IT budget planning, ensures licensing and asset compliance, and contributes to continuous improvement initiatives that strengthen operational efficiency. The position requires strong analytical skills, exceptional customer service, and the ability to interpret and communicate complex technical and financial information to diverse stakeholders.
This position requires an employee to be onsite at 625 Robert Street N, St. Paul MN at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
Qualifications
Position requires a minimum of two (2) years of IT related experience in IT procurement, financial or budget analysis, and asset or license management.
Experience must include:
- Performing IT procurement activities, including purchasing software, hardware, or services using systems such as CPRS or PRISM.
- Conducting financial or budget analysis, such as reconciling expenditures, preparing reports, or monitoring accounts.
- Maintaining accurate records or working with asset, inventory, or licensing management systems.
- Proficiency using Microsoft Office (Excel, Word, Outlook) to manage financial data or procurement documentation.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
