Minnesota IT Services (MNIT), partnering with the Department of Human Services (DHS), is seeking an IT Financial Data Analyst to support the coordination, accuracy, and transparency of financial and operational activities across MNIT DHS, MNIT DCYF (Department of Children, Youth & Families), MNIT HSDS (Human & Social Digital Services), and MNIT Enterprise Services.
This position is responsible for reconciling and auditing monthly billing, analyzing financial and operational data to identify trends and efficiencies, and developing reports and dashboards that inform executive decision-making. The Financial Data Analyst translates complex technical and financial information into clear, actionable insights, ensuring leadership and business area understand the value and cost implications of IT services. The role also coordinates operational projects, supports compliance and reporting activities, and fosters strong working relationships across teams to promote financial stewardship and operational alignment among MNIT and its partner divisions.
This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Experience must include:
- Analyze, reconcile and audit billing data for accuracy, compliance and process improvement.
- Develop reports, dashboards or data visualizations using tools such as Microsoft Excel, Power BI or similar platforms to communicate trends, metrics and cost-saving opportunities.
- Evaluate large, complex data sets and present actionable insights or recommendations to leadership.
- Collaborate with business and technical partners to interpret financial information, resolve discrepancies and support decision-making.
- Manage multiple priorities with strong attention to detail, organization and the ability to meet deadlines independently.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
- Experience in public sector IT, finance, accounting or budget management.
- Knowledge of IT service management practices, including consumption-based billing and chargeback models within a large, complex organization.
- Experience working cross-functionally with both technical (IT) and business/financial teams to influence decisions.
- Advanced experience with Power BI (data modeling, DAX, dashboard design, automation)
- Direct experience with IT financial operations, billing reconciliation, or enterprise service costing (e.g., MNIT, DHS, or similar environments)
