Administers alternate funding activities, including grants and low-interest loans for both operational and capital funding. Works in close collaboration with the Assistant Director – Infrastructure Planning who oversees alternate funding pursuits for the district. Ensures compliance and efficacy through adherence to local, state, and federal funding requirements during pre-award phase and as a key resource for Project Managers during implementation. Responsible for application preparation, grant management, implementation support, and funding portfolio tracking.Responsible for grant-writing, including research and alignment between funding criteria, technical project information, and organizational objectives. Interprets technical engineering information and develops compelling grant proposals that communicate project benefits, community needs, and integrative justification. Develops and adapts critical path work plans for application delivery and works with collaborative groups to meet goals within a limited timeframe. Administers grant-specific project suites as assigned, including drafting agency reports, qualitative and quantitative performance analysis, project update summaries and presentations, and stakeholder group facilitation. Performs or provides specialized guidance to Project Managers to ensure compliance, timely project delivery, and reimbursement readiness, including pre- and post-award environmental review, domestic preference, prevailing wage, and reporting requirements. Provides training for procedures and best practices to support efficacy and program consistency. Coordinates with Finance and applicable Project Managers to ensure processes are in place to fulfill compliance requirements through implementation and close-out. Evaluates program procedures for effectiveness, develops recommendations for improvement, and implements approved modifications. Monitors and evaluates Alternate Funding Requests from MSD staff and provides New Project Nomination coordination as necessary for Program Controls. Regularly updates Alternate Funding Dashboard and milestone task tracking throughout implementation. Maintains and archives project documentation for awarded grants, including applications, agreements, forms, contracts, and progress reports.Knowledge of federal and state funding programs, policies, and procedures; skill in grant writing; skill in oral and written communication; skill in managing multiple priorities; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); skill in exercising tact and diplomacy; ability to understand technical engineering information and translate complex narratives for various audiences; ability to utilize data visualization and reporting tools; ability to maintain accurate records; ability to plan and organize work effectively; ability to work under heavy surges in workload and deadline pressure; ability to work 24 hour emergency response, various shifts and weekends; ability to be courteous and helpful under pressure.Bachelor Degree in English, communication, journalism or a related technical field (such as Urban Planning, Engineering, or Environmental Science); five or more years of experience in grant administration and/or writing for Engineering, Public Infrastructure, Planning, Environmental, or related initiatives with direct experience in federal and/or state grants; an equivalent combination of education and experience may be substituted. Must possess a valid driver’s license. Must have safe work and driving habits.

Salary : $68,786 - $105,789
