Creates temporary traffic control plans according to Kentucky MUTCD (Manual on Uniform Traffic Control Devices for Streets and Highways) and local municipality standards for construction/maintenance personnel working in the public right-of-way. Interacts with state/local municipalities and construction/maintenance personnel to acquire project information and construction plans. Works with internal teams to ensure necessary encroachment permits are produced and submitted in accordance with project schedules. Tracks and maintains permits for multiple projects concurrently. Cultivates a positive working relationships with all permitting entities. Performs other work-related duties as assigned. 


Prepares and submits completed permit applications and traffic control plans to state and local municipalities to secure construction and right-of-way encroachment permits. Creates temporary traffic control plans (TTCP) in accordance with Kentucky MUTCD (Manual on Uniform Traffic Control Devices for Streets and Highways) and jurisdictional standards, using various mapping and traffic control software. Ensures jurisdictional compliance has been met for drafted permits by identifying and resolving conflicting permitting requirements prior to submitting to state and local municipalities. Uses permitting software, online portals, and available technology tools to receive, screen, route, and track permit application from submittal to issuance. Tracks and maintains permits for multiple concurrent projects throughout their life cycle. Ensures permit tracking systems are updated accurately throughout the permitting process. Reviews and tracks invoices associated with the permitting process including traffic control device rentals and traffic control personnel.  Knowledge of Kentucky MUTCD (Manual on Uniform Traffic Control Devices for Streets and Highways) standards and city, state and local municipalities’ temporary traffic control requirements; knowledge of city, state and local municipalities’ easement right-of-way and encroachment permit requirements. skill in the use of mapping software (ARC, GIS, CAD, Upstream, Base-mapping, GIS); skill using online portals and technology tools for receiving, screening, routing, and processing applications and permits; skill in providing administrative/customer service support for utility construction; skill in utilizing a PC and associated Window software (i.e. Microsoft Office Suite); skill in managing multiple priorities; ability to read road maps, atlases, blueprints and/or schematics; ability to communicate effectively both orally and in writing; ability to prioritize work effectively; ability to resolve problems and initiate solutions; ability to work effectively under heavy, unpredictable surges in workload and deadline pressure; ability to work 24 hour emergency response, various shifts and weekends; ability to work in a team environment; ability to be courteous and helpful under pressure.   High School Diploma or GED; four or more years of experience with traffic control, utility construction, construction support/administration, or a related field; an equivalent combination of education and experience may be substituted.  Must possess a valid driver’s license.  Must have safe work and driving habits.

Salary : $47,923 - $70,699
