Staff Attorney

Warren County Property Valuation Administrator’s Office
Full-Time | Salaried Position

Starting Salary: $55,000
$57,500 after successful six-month probation

The Warren County Property Valuation Administrator’s Office is seeking a Staff Attorney to serve as legal advisor, public representative, and strategic partner in advancing fair and constitutional property valuation.

This is not a routine government legal position.

This role is for a high-agency attorney who wants meaningful responsibility early, who is intellectually serious, and who believes public office should be exercised with discipline, integrity, and courage.

The attorney hired for this role will work directly with the elected PVA and will be involved in decisions that affect taxpayers, businesses, schools, and local government funding throughout Warren County.

This position is salaried. Most work occurs during regular business hours, but hearings, travel, training, public meetings, and educational events are part of the responsibility.

The Work

The Staff Attorney will:

  • Advise on constitutional and statutory property tax matters
  • Assist in valuation appeals, conferences, and mediations
  • Support or represent the office in hearings before the Board of Assessment Appeals
  • Participate in negotiations involving significant property values
  • Present valuation concepts clearly to attorneys, property owners, and public bodies
  • Help conduct training for appraisers and staff
  • Review internal policy to ensure compliance with Kentucky law
  • Contribute to long-term strategic improvements involving data, analytics, and systems

This position requires both legal reasoning and numerical understanding. Property valuation involves evidence, data, market behavior, and disciplined judgment.

The Reality

You will be questioned.
You will be challenged.
You may be opposed by experienced counsel representing significant property interests.

You must be able to:

  • Think clearly under pressure
  • Speak confidently in public settings
  • Negotiate firmly but respectfully
  • Defend sound reasoning without becoming defensive
  • Maintain consistency even when compromise is uncomfortable

This is principled advocacy in service of fairness and equal treatment under the law.

Who Should Apply

We care more about ability and character than résumé length.

We are seeking someone who:

  • Demonstrates integrity and independent judgment
  • Has strong analytical ability
  • Communicates complex ideas clearly and persuasively
  • Is comfortable working with numbers and valuation concepts
  • Has interest in constitutional structure and public administration
  • Takes public service seriously

A background in mathematics, statistics, economics, engineering, computer science, or data analysis is highly beneficial. An interest in valuation modeling or software systems is a plus.

New attorneys are welcome to apply. Experience in litigation, negotiation, or public speaking is helpful but not required. Intelligence, discipline, and seriousness of purpose are required.

Why This Role Matters

Property valuation sits at the intersection of constitutional authority, economics, and public trust.

The tax roll must be fair. It must be defensible. It must be consistent.

The Staff Attorney will help ensure that this office remains disciplined in its reasoning, transparent in its process, and steady in its application of the law.

For the right person, this role offers more than employment. It offers the opportunity to develop deep expertise in property taxation, public administration, and the leadership of a constitutional office. The individual who grows in this role will be positioned to take on increasing responsibility over time.

If you are motivated to build something meaningful and are willing to accept real responsibility, we encourage you to apply.
