Health Systems Standard Specialist Mid.
This does NOT involve any app development or programming or implementing the standards with interface engines, but rather the support of a standardization effort which will result in a guideline for programmers.
Responsibilities of the Health Systems Standard Specialist Mid.:
- Provide feedback and input into HL7 FHIR R4 (and future versions of FHIR) Standards Work Groups on areas of usability and support the interoperability maturation of the HL7 FHIR R4 resources. Use the USCDI v3 and future standards to inform the foundation for the work.
- Research the FHIR R4 domain standards for specific domains.
- Develop the specification draft requirements / constraints for the HL7 FHIR R4 resource for specific projects including the error handling, and how errors are sent back to source and resolved.
- Identify and document best practices for FHIR projects, with the focus on clinical data quality and usability.
- Develop HL7 FHIR R4 Implementation Guide content (e.g., clinical data quality analytic models, VA specific extensions, error handling, error processing, architectural diagrams) for the FHIR projects in the interoperability space for requested domains.
- Develop recommended courses of action for each FHIR effort.
- Use HL7 available publishing tools to develop complete VA FHIR IG content.
- Generate visuals for data flows within a FHIR exchange.
- Develop/implement clinical data quality analytic models as the basis for gap analysis between current state and future state for HL7 FHIR R4 projects.
All these efforts will result in the delivery of a VA FHIR Resource Implementation Guide (IG) Evaluation, Specification and Gap Analysis for specific FHIR Resource(s).
- Define enterprise best practice using a comprehensive knowledge of good IT, business and clinical practices for requirements analysis and business stakeholder interactions. Have a basic working knowledge of the HL7 FHIR data exchange standard, Ontologies, clinical practice, classification systems, history of HL7 data standards, and experience with relevant clinical data and terminologies such as ICD-10, SNOMED and LOINC.
- Work closely with Senior and SME level Health Systems Standards Specialists, clinicians, and senior terminologists to support app developers to help them maximize reliability and interoperability of data.
- Work closely with senior IT Specialists (technical SMEs), and IT policy and legislative analysts (Dole Act) to identify compliant informatics solutions and document guidance for a suggested FHIR app governance framework to govern the development of FHIR apps in the Federal Healthcare IT space.
- Attend FHIR Community of Practice (CoP) meetings and optionally visit the FHIR 'Office Hours' meeting as needed to learn about client needs and challenges.
- Participate in project meetings, define topics for project meeting agendas to ensure we are effectively responding to the CoP's needs, review the meeting minutes to correct content, and be involved with stakeholder outreach activities.
- Prepare monthly reports in a timely fashion and in a well-organized manner, providing project progress updates and presentations on aspects of assigned programs. Prior experience with interoperability analysis, clinical business process analysis and automation of electronic health processes is highly desired.
- Possess excellent writing and presentation skills, finely tuned diplomacy skills, and work to ensure all project documentation, deliverables, requirements analysis are compliant with Federal Accessibility requirements.
Project Requirements:
- Map VistA or other system data to the appropriate FHIR resource and data elements, based on the client’s use cases, analysis of VistA documentation, and familiarity with the target FHIR specifications.
- Suggest appropriate terminology mappings from VistA to FHIR as necessary to support FHIR compliance.
- Query CDW to confirm data and map assumptions to ensure the most appropriate FHIR mapping.
- Contribute to and support the design of a mapping repository in Excel or other suitable application to retain the mapped use cases.
- Appropriately report discrepancies with the FHIR specifications.
- Stay abreast of regulatory requirements that relate to interoperability.
- Assist with preparing weekly and monthly status reports.
Skills and Qualifications:
- Have a working knowledge of EHRs.
- Advanced knowledge of the MS Office suite and MS Teams is required.
- Have strong communication skills; executive level report writing experience needed.
- Experience with HL7 FHIR standard, versions 3 and 4.
- Possess high level organizational skills/project management skills/experience.
- Organization and facilitation skills to set up meetings, interview Clinical SMEs, document findings.
- Prompt active attendance of web based weekly virtual project meetings by internet is required.
- Working knowledge of large enterprise federal healthcare organizations, international medical terminologies, open-source tool development, and recent U.S. legislation and legislative issues impacting Electronic Health Records systems is a plus.
Educational Requirements:
A master’s degree or bachelor’s plus 2 years relevant experience, or Associate’s 4 years relevant experience required in Clinical Informatics, Health Systems, Healthcare, Information Systems, Business, or other related scientific discipline is required.
Educational Equivalents:
A bachelor's degree plus 2 years' experience may be used as an equivalent to a master's degree or 4 years' experience may be used as an equivalent to a masters.
