Health Systems Specialist Sr.

Responsibilities of the Health Systems Specialist Sr.:

  • The Senior Health Systems Specialist actively participates virtually to support the client's requirements for Electronic Health Records Systems and their interfaces.  
  • Analysis Legislative Healthcare Policy experience is required.
  • Works closely with the senior leadership on initiatives of national importance, which impact both public and private healthcare organizations and operations. 
  • Work closely with administrative, technical, and clinical leads to analyze coordinate, and manage activities involving health data interoperability and Health Information Exchanges.   
  •  Support business owners, project subtask leads in analyzing and documenting business requirements relating to query-based health information exchange using CCDAs and FHIR, as well as Immunization, Public Health and benefits related health information exchange. The applicant will ensure project documentation requirements and procedures are compliant and well documented.
  •  Use case identification and development to support client’s technical and business initiatives, and collaborate with stakeholders, such as clinicians, partners, business and IT teams. Business use cases activities may include assess and identify policy requirements, clinical workflows, data flows and business process impacts including end user training and communication needs, system interactions and high-level requirements for systems changes.
  • Assist with business and IT requirements prioritization. Support the Program Office in defining capability and interoperability maturity roadmaps (e.g., current, interim and future states).
  • Examine and analyze existing and evolving policies and standards, such as HL7, for impacts to information exchange in support of VA’s health information exchange programs.
  •  Maintain professional and technical knowledge on the standards activity related to health information exchange; review professional publications.
  •  Lead policy analysis for client's compliance with the Elizabeth Dole Act, review and formally provide feedback.
  •  Assess and provide recommendations on client health business and system architectures representing the current and future state of clinical workflows, system interactions and data flows.
  • May coordinate and provide user acceptance testing (UAT) and post-production validation of software and systems supporting the exchange of health information for federal, state and Health Information Exchanges. Document test results and exceptions identified during testing in reports, work with the client Program Office to classify and prioritize resolution of defects.  Escalate findings and track defects through to resolution.
  • Prepare and finalize reports, progress updates, and presentations for briefing key executives on all aspects of assigned programs. 
  • May conduct end to end process reviews, data flow reviews and technical evaluations, and will be involved with stakeholder outreach, communication, and governance activities. 
  •  May coordinate schedules and timelines, change control procedures, technical resource estimation and management, and project maintenance procedures.
  •  May be tasked to improve a number of the following areas: support of metric analysis, contribute to partner onboarding reporting, accurate display of data, content mapping to data standards, template development, requirements analysis, data quality scoring, data parsing analysis and other data interoperability planning functions.
  • May support tasks across the project requirements, with a focus on the technical tasks, which may include analysis of incoming clinical documents (C-CDA®) from external partners, SDO/SRO engagement, data partner on-boarding strategies, data aggregation rules, and working with the terminologists on ballot reviews. 


 Skills and Qualifications:

  • Must have 5 - 9 years' experience working with Electronic Health Systems for this role, Oracle Health (Cerner) is preferred.
  • Experience and skills to facilitate technical virtual MS Teams meetings with client stakeholders.
  • Elicit and document business requirements, use cases and workflows. 
  • Experience defining and developing technical and business implementation requirements (e.g., policies, resources, workflows, data flows, training and communications).  
  • Experience in business process analysis or clinical workflows, assessing program performance, developing KPIs and quality measures. 
  • Demonstrated excellent communication skills; experience developing reports, spreadsheets, graphs and presentations for Program leadership. 
  • Organizational skills, highly focused, goal setting, working independently. 
  • Expert working knowledge of electronic health records (EHRs), support Healthcare IT initiatives and work closely with clinicians  
  • Experience developing compliant reports, presentations, deliverables. 
  • Experience with Health Information Exchanges and the VHA very helpful.
  • Experience with creating/running SAS queries helpful.


Educational Requirements: 

A master’s or bachelor's plus 2 years relevant experience, or Associate’s 4 years relevant experience in Clinical Informatics, Health Systems, Healthcare, Business, clinical or other related scientific discipline is required.


Educational Equivalents:

A Master's degree plus 2 years' experience may be used as an equivalent to a BA degree or an associate degree plus 4 years' experience may be used as an equivalent to a master's degree.
