Responsibilities of the Health Systems Clinical Specialist SME II:
- Must be able to apply clinical background to provide technical analysis for VHA programs.
- Able to recognize the clinical and business needs of client stakeholders, compares client needs to
interoperability, data standardization, IT solutions, and identifying any gaps or concerns.
- Able to systematically identify issues or problems and facilitate the process to create solutions.
- Focus on support for clinical and business objectives through cost-effective and efficiently implemented interoperability and informatic architecture or technology solutions.
Role Requirements:
Business Architecture Services: VHIE business architecture is a framework defining how VHIE’s IT systems support VHA’s business goals, processes, and strategies. It helps ensure technology investments align with the overall business objectives of VHIE (and VHA), improving efficiency and effectiveness in delivering Veteran patient care.
- Create and maintain a VHIE business architecture (including both processes and data) documents.
- Identify areas of risk and issue as well as corresponding response plans and applicable recommendations including patient safety
- Describe areas for technical and business improvements.
- Relate the VHIE technical architecture to the business architecture.
- Provide an overview of the capabilities of the VHIE Program
- Describe the strategy of the organization, manage the process of identifying opportunities, threats and limitations of the organization and provide insights of the required work to facilitate implementation.
- Align capabilities to VHIE strategy and ensure new capabilities do not adversely affect existing ones.
- Guide VHIE and ensure new work is consistent with VHIE strategy of the organization.
- Improve decision making on what to work on by ensuring clinical, Veteran and VA value is understood.
- Identify and articulate current patient safety challenges, shared experiences, pain points, and goals to build a path of trust with VA vendor and external community care partner organizations.
- Develop patient-centric use cases for analysis with a focus on clinical data domains and data elements providing value to the clinician and the Veteran patient.
- Identify clinical data challenges impacting the VA downstream systems, applications and research projects, including AI and Clinical Decision Support (CDS) programs.
- Support the VHA journey to becoming a High Reliability Organization (HRO). Clinicians develop trust in the clinical data that is incorporated from external sources when the data is reliable
- Clinical experience in direct healthcare delivery or advanced practitioner.
- Work with the Program Owner, stakeholders, and other offices, as needed, to define and document
business requirements to support transition to Oracle Health Systems.
- Support the Program Office and Veterans Health Information Exchange (VHIE) in defining information
exchange capability and interoperability maturity roadmaps (e.g., current, interim and future states)
- Develop and maintain business architecture documentation.
- Clinical Use Case analysis for verifying project compliance.
- Interpret data from query metrics.
- Gather, organize, and communicate requirements.
- Elaborate objectives to develop and refine business requirement specificity
- Plan, monitor, support evaluation of project implementation throughout the project.
- Other duties as assigned.
Skills and Qualifications:
- Strong application of computer skills for analyzing and interpreting data.
- Demonstrated initiative, self-motivated, and independent worker
- Able to work with all types of personnel with a professional attitude.
- Excellent time management, organizational, and multi-tasking skills.
- Must be technically savvy with soft skills / people skills and a positive attitude.
- Virtual meeting software experience such as MS TEAMS, Zoom, Webex or GoToMeeting is
required. Proficiency in Microsoft TEAMS preferred.
Educational Requirements:
- A PhD plus 2 years relevant experience or a master’s degree plus 8 years relevant experience is required in Medicine, Nursing, Pharmacy, Physical Therapy, or related scientific discipline such as Health Informatics, Computer Science, Computer Programming, or Information Systems. 11 years of additional relevant experience may be substituted for education.
- Background in Healthcare IT is required.
- Experience working with the Department of Veteran's Affairs is preferred
Travel:
Travel up to 10% domestically may be required for this position. Written travel approval must be obtained for every trip.
