POSITION: Human Resources Generalist
IMMEDIATE SUPERVISOR: Chief Human Resources Officer
FLSA STATUS: Exempt
EMPLOYMENT TERM: Minimum 200 days annually, pursuant to WV Code §18-5-45; extended employment terms may be established by JCBOE. The employment term for this position is 261 days.
SALARY: Pursuant to WV Code §18A-4-2, in accordance with Jefferson County Schools’ Teacher Salary Scale, commensurate with experience and education level
EVALUATION: Performance in this position will be evaluated by the Chief Human Resources Officer and in accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and JCBOE Evaluation Policy
JOB SUMMARY: The Human Resources Generalist will support the implementation of a progressive Human Resources Department in the day-to-day operations, planning, organization, and control of efficient processes that provides the maximum recruitment, talent acquisition, onboarding, orientation, and/or employment benefits to Jefferson County Schools’ teachers, administrators, and support staff. This position will ensure timely execution of various processes while maintaining a focus on compliance and provide status updates to recruiting, hiring, and employee programs. The HR Generalists will support talent acquisition for Jefferson County Schools or HR operations.
MAJOR POSITION RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
- Provides day-to-day HR support to employees and administrators regarding recruitment, hiring, and employment practices
- Recruits for service and professional staff to include addressing shortage areas, high-turnover positions, and hard-to-fill roles
- Supports Workers Compensation claim filing and to provide assistance to employees with the process to initiate a claim; support benefit administration; leaves of absence; sick Leave bank management of members, balances, communication, etc.; and PEIA system access for enrollment / updates and data entry on pay assignments (WVEIS)
- Responsible for assisting with walk-in traffic, responding to questions, and serving as a point of contact for such traffic
- Follows through on all Jefferson County Board meeting agenda items as they relate to employment changes, additions, separations, etc.
- Assists with the leadership and coordination of human resources special events to include orientations, job fairs, or related workshops.
- Understands the interview process for administrative and central office support positions and oversees interview materials and scheduling.
- Manages and processes service college credits submissions and notifications, as well as assist employees with questions.
- Manages all aspects of tuition reimbursement at federal, state, and county level, especially dealing with, but not limited to, critical need areas if applicable
- Maintains all aspects of reimbursements for testing required, especially for, but not limited to, certification in areas deemed critical need if applicable
- Maintains, updates and administers employment reports from WVEIS/HMS/EMS; creates employee badges, and files with scanning
- Compiles statistical data reports and analyzes information for HR decisions.
- Reports to the CHRO any issues, conditions, and needs of the HR Department
- Maintains confidentiality, unquestionable integrity
- Coordinates HR website information to be organized, updated, and informative
- Can produce accurate work with frequent interruptions and manage competing priorities simultaneously.
- Establishes and maintains effective at work relationships with all Jefferson County Schools’ employees
- Assists with coordination of any employment training and staff development logistics for JCS
- Maintains the Seniority Lists for all classifications of service personnel both regular and substitute. Maintains the Seniority list for all professional employees
- Maintains the utmost confidentiality in dealing with employee records and departmental related issues.
- Complies with State Law and County policies and regulations
- Adheres to high ethical standards and AASPA’s Standards for Personnel Administration.
- Other duties as assigned.
QUALIFICATIONS:

- Bachelor’s Degree required. BA in HR, business administration, finance, public administration or school administration strongly preferred. Three years of Human Resources experience in a support role or in one of many HR fields strongly preferred.
- Ability to understand human resource management.

- Ability to interact with the public, staff, and administrators in a fast-paced environment, sometimes under pressure, while remaining flexible, proactive, resources, and efficient, with a high level of professionalism and confidentiality is crucial to this role. Expert level of client service, written and verbal communication skills, strong decision-making and attention to detail are critically important.
- Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate; Meet the qualifications outlined in WV Code §18A-3-2a.
- Possesses knowledge of the principles, practices, and current issues involved with conducting onboarding and staffing initiatives.
- Possesses a thorough knowledge of state and federal employment laws.
- Must possess excellent interpersonal and written/verbal communication skills.
- Must be proficient and efficient in use of various technology skills and programs.
- Must possess the ability to establish and maintain effective working relationships with employees, administrators, applicants, office staff and the public; and work collaboratively in a consulting role with all stakeholders.
- Demonstrated ability as a self-starter with little need for constant supervision or direction.
- Possess strong analytical, organizational, and customer service skills.
- Experience with the operation of computers and software; and ability to learn and utilize new software programs as systems are upgraded, including but not limited to the development and maintenance of database files, spreadsheets and word documents
