POSITION: Coordinator of Responsive Education
IMMEDIATE SUPERVISOR: Director of Secondary Instruction
FLSA STATUS: Exempt
EMPLOYMENT TERM: Minimum 261 days annually, pursuant to WV Code §18-5-45; extended employment terms may be established by JCBOE
SALARY: Pursuant to WV Code §18A-4-2, in accordance with Jefferson County Salary Schedule, commensurate with experience and education level to include leadership stipend.
EVALUATION: Performance in this position will be evaluated by the Director of Secondary Instruction and in accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and JCBOE Evaluation Policy
JOB SUMMARY:
To provide administrative service and leadership in the areas of Career and Technical Education, Alternative Education, Adult Education.
MAJOR POSITION RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
Identification, development, implementation and monitoring of service availability and delivery of such in the areas of the Opportunity Learning Center, Career and Technical Education (including James Rumsey Technical Institute), MedEd, Grow Your Own, Credit Recovery, Options Pathways, Adult Education and Secondary Summer School. Additional programs may be added as needed to effectively meet student needs.
- Communication with building staff and community regarding instructional services available and information on access to such (e.g. credit recovery, options pathway, cte programming, alternative education, Jefferson Virtual Academy).
- Leadership in the development of future programming services to meet evolving student needs.
- Supervision and evaluation of Alternative Education program, Adult Education program, Med Ed, EmComm, Plumbing, Secondary Summer School.
- Ongoing analysis of services in meeting student need and if gaps are identified pursue funding to fill gaps in service.
- Serve as the building administrator for Ranson Institute of Secondary Education (RISE).
- Serve as the CTE Director and maximize efficiency in grades 6 -12 – participants, work to increase completers, career exploration, evaluate changes in programming and focus on CTE efficiency indicators and post-secondary achievement.
- Collaboratively develop a budget and monitor expenditures for the operation of effective instructional programs.
- Compliance with state and federal law as well as local policy.
- Monitor state reporting for program success and collaborate with WVDE staff in addressing anomalies or deficiencies.
- Partner with community agencies for support and enhancement of responsive education programs.
- Serve as the POC for alternative programming in credit recovery and options pathway.
- Serve as the POC for JCS CORE, as a representative for JC Teen Drug Court, and serve as a member of MDIT
- Serve as the county leader of instructional materials, planning and oversight for Driver’s Education.
- Supervise, evaluate, monitor, and serve as the administrator for secondary summer school.
- Support the Director of Secondary Instruction with the exploration and implementation of Post Secondary Initiatives (e.g. AP coursework and Dual Credit Opportunities).

Master’s degree in Education, Curriculum & Instruction, Educational Leadership.
Valid West Virginia Professional Certificate with the administrative endorsement.
Eligible for career and technical education administrator endorsement. Candidate must obtain certificate within first calendar year in position.
Successful K–12 teaching experience and responsible instructional leadership experience. Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate; Meet the qualifications outlined in WV Code §18A-3-2a.
Demonstrated expertise in curriculum design, assessment literacy, data-informed instruction, and adult professional learning.
Proven ability to lead cross-functional teams, manage complex projects, and communicate effectively with diverse stakeholders.
Knowledge, Skills, and Abilities:
- Deep knowledge of PK–12 content standards, instructional frameworks, assessment systems, and data practices.
- Excellent written and oral communication, presentation, and facilitation skills.
- Excellent interpersonal skills and demonstrated ability to collaborate effectively
- Skill in coaching, observation/feedback, and building capacity of school leaders and teacher teams.
- Strong project management, organization, and management skills.

The position requires the individual to meet multiple demands from several people and interact effectively with many stakeholders including the board of education, public, and other staff members.

The position requires sustained attention, critical and strategic thinking, effective problem-solving, and sound decision-making across multiple concurrent initiatives. The individual must be highly organized, able to prioritize competing demands, and capable of working independently while maintaining consistent focus and accuracy. Clear written and verbal communication, professional discretion, and the ability to plan, coordinate, and follow through on multifaceted responsibilities are essential for success in this role.

The noise level in the work environment is low to moderate (20-60 dB). Exceptions include gymnasiums as well as vocational/technical laboratories where the noise levels may be moderate to loud (60-90 dB).
