Job Description 

 

POSITION: Coordinator of School Counseling and Student Support 

 

SUPERVISOR: Director of Secondary Instruction in close consultation with the Director of Elementary Instruction 

 

FLSA STATUS: Exempt 

 

EMPLOYMENT TERM: Minimum 200 days annually, pursuant to WV Code §18-5-45; extended employment terms may be established by JCBOE. The employment term for this position is 261 days.   

 

SALARY: Pursuant to WV Code §18A-4-2, in accordance with Jefferson County Schools Professional Salary Schedule, commensurate with experience and education level 

 

EVALUATION: Performance in this position will be evaluated by the Director of Secondary Instruction in accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and JCBOE Evaluation Policy. 

 

JOB SUMMARY: The Coordinator of School Counseling and Student Support is responsible for managing Jefferson County Schools’ counseling and mental health programs. The incumbent serves as a recognized, influential leader among school counselors, clinical social workers, and instructional leaders for leadership of our school counseling program as well as coordination of school- and community-based services promoting students’ wellbeing. The position acts as an expert liaison with community partners, agencies, service providers, and other key stakeholders. 

 

MAJOR POSITION RESPONSIBILITIES/ESSENTIAL FUNCTIONS: 

  • Provides direction and oversight for the district’s school counseling program. 
  • Creates and implements structures to support and provision school counselors, including team meetings and other organizational frameworks.  
  • Implements and oversees programs and processes contributing to continuous improvement in academic performance, on-track graduation, and post-secondary achievement. 
  • Coordinates with school counselors the Comprehensive School Counseling Program (CSCP). 
  • Collaborates with principals and other supervisors to contribute to the evaluation of school counselors to improve professional practice and student support services. 
  • Designs and delivers high-quality professional learning related to mental health and school counseling, including suicide prevention and other social-emotional topics and services. 
  • Serves as the district’s liaison with community partners and service providers, including the Multidisciplinary Treatment (MDT) and Multidisciplinary Investigative (MDIT) teams. 
  • Supervises all activities associated with our Communities in Schools initiative. 
  • Facilitates implementation of the Jefferson County Schools Suicide Prevention Protocol. 
  • Serves as district lead for School Counseling/Student Support County Directors meetings facilitated by the West Virginia Department of Education. 
  • Participates actively in parent-teacher conferences, Student Assistance Team (SAT) meetings, as well as other school- and district-level and community-based meetings. 
  • Advocates for students representing economically disadvantaged, minority, special education and other marginalized populations. 
  • Facilitates the PASS (Providing Academic and Self-Esteem Support) mentorship program. 
  • Maintains accurate records and analyzes data on effectiveness of practices and protocols. 
  • Respects diversity among all learners, their families, and communities. 
  • Advocates for the potential of all learners while respecting strict confidentiality. 
  • Maintains professionalism and positively communicates the mission of Jefferson County Schools and the Department of Instruction. 
  • Performs other responsibilities assigned by the Director of Secondary Instruction in close consultation with the Director of Elementary Instruction. 

 

QUALIFICATIONS:

Master’s degree in school counseling, educational leadership, or a related field required. Certificates and licensure as recommended within professional field required. Minimum five years of professional experience in a school setting preferred. Professional Administrative  Certificate preferred. Professional Student Support Certificate preferred. Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate; Meet the qualifications outlined in WV Code §18A-3-2a. 

 

 

Knowledge, Skills, and Abilities: 

 

  • Demonstrated understanding and skill in data collection, analysis, and distribution. 
  • Demonstrated ability in student services, educational administration, and customer care. 
  • Ability to work cooperatively with diverse groups and individuals amidst ambiguity. 
  • Knowledge of best practices in student services and human development. 
  • Knowledge of policies and processes affecting school counseling, as enumerated in WVBOE policies 2315 and 5310 as well as pertinent JCBOE policies. 
  • Knowledge of policies and processes affecting student support, including WVBOE Policy 2520.19 with regard to Standards for Student Success and JCBOE policies. 
  • Demonstrated project management and group facilitation skills. 
  • Ability to apply theoretical and research-based knowledge to professional practice. 
  • Strong organizational and communication skills employing tact, patience and courtesy.  
  • Passion and resolve for the critical role of student support and services to improve the lives of all learners.

While performing the duties of this job, the employee is frequently required to reach, stand, walk, lift, grasp, write, talk, hear, see, use technology such as computers and multimedia equipment, and use repetitive motions. While performing the duties of this job, the employee may frequently lift and/or move at least 30 pounds of materials. Specific vision abilities required by this job include close vision such as to read handwritten or typed material, and the ability to adjust focus. 

The position requires the individual to meet multiple demands from several people and interact with the public and other staff members. 

 

This position requires strong mental and emotional competencies, including the ability to remain calm, reflective, and solutions focused when navigating sensitive student issues, crisis situations, and emotionally charged meetings. The coordinator must demonstrate empathic leadership while maintaining healthy professional boundaries, along with resilience and stress-management skills to sustain effectiveness across a demanding workload. Cultural humility, emotional awareness, and a commitment to equitable advocacy are essential for supporting diverse and marginalized student populations. Sound judgment, self-awareness, and the capacity to model healthy emotional practices further strengthen the coordinator’s ability to lead counseling and student support services with integrity and professionalism. 

 

 

WORK ENVIRONMENT: 

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is low to moderate (20-60 dB). Exceptions include gymnasiums as well as vocational/technical laboratories where the noise levels may be moderate to loud (60-90 dB).
