SUMMARY Responsible for managing complex technology initiatives across the district. Combine project management expertise with business analysis skills to deliver IT solutions that support educational goals, improve operational efficiency, and align with district-wide technology strategies. Collaborate with district leadership, school staff, IT teams, and vendors to ensure successful project execution from concept to completion.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Lead full lifecycle management of IT projects, from intake and prioritization through implementation and delivery.


Develop and maintain project charters, plans, timelines, budgets, and resource allocations, ensuring alignment with district policies and strategic priorities.


Partner with district leaders, product owners, and vendors to translate business needs into actionable plans.


Coordinate cross-departmental efforts to deliver technical solutions such as infrastructure upgrades, data initiatives, cybersecurity enhancements, and enterprise applications.


Gather, document, and analyze business and functional requirements.


Evaluate systems and workflows to identify gaps and recommend scalable improvements.


Support solution design, testing, and implementation to ensure alignment with user needs.


Serve as a liaison between technical teams and non-technical stakeholders.


Build relationships across central office and schools; facilitate workshops and trainings; and communicate project status, risks, and outcomes clearly to leadership.


Maintain project artifacts including Kanban boards, velocity metrics, and reporting dashboards to ensure visibility, transparency, and accountability across all initiatives.


Informally mentor and provide guidance to business analysts on IT and other teams.


Perform other duties as assigned.


EXPERIENCE 6 years of experience supporting business analysis functions and/or project coordination, preferably in a public sector or educational environment, with at least 3 years in IT project management and business analysis.


EDUCATION & TRAINING Bachelor's degree required. Preferred field of study in Computer Science, Information Technology, or a related field. Additional years of experience may be considered in lieu of degree.


CERTIFICATES, LICENSES, REGISTRATIONS None required. ITIL Foundation, PMI Professional Business Analytics (PMI-PBA), IIBA Entry Certificate in Business Analysis (ECBA), or IIBA Certified Business Analysis Professional (CBAP) preferred.


KNOWLEDGE, SKILLS AND ABILITIES Deep expertise in managing enterprise-level, cross-functional IT projects using Agile and other project delivery methodologies. Strong understanding of IT systems, infrastructure, and the software development lifecycle (SDLC), as well as experience with project management and collaboration tools such as Microsoft Project and SharePoint. Exceptional analytical, organizational, and problem-solving skills are essential, along with the ability to manage multiple priorities in a fast-paced environment. Demonstrated proficiency in facilitating Agile ceremonies (e.g., PI Planning, retrospectives, standups) and coaching teams on Agile best practices. Strong communication and stakeholder engagement skills. Ability to work effectively across departments and at all organizational levels. Experience with business process reengineering, translating business needs into actionable plans, and managing project scope, roadmaps, risks, and change control processes. Familiarity with frameworks such as SAFe, Agile, and ITIL is preferred.


SPAN OF CONTROL This position has no supervisory responsibilities. Responsible for managing project teams and vendors in conjunction with operational and strategic infrastructure projects.

PHYSICAL DEMANDS Ability to focus on objects at varying distances and distinguish between colors (with corrective lenses). Perform tasks that require manual dexterity, including operation of computers & small office equipment. Basic mobility and the ability to navigate the office environment safely. Ability to speak clearly, listen attentively (with assistance devices), and convey information accurately. May be required to give presentations to groups.


MENTAL FUNCTIONS Ability to analyze complex situations, identify potential risks, and devise effective solutions. Ability to remain flexible in dynamic environments, adjusting plans and strategies as necessary to accommodate changing requirements or circumstances. Ability to effectively communicate and collaborate with other teams. Ability to manage time and priorities to meet deadlines.


WORK ENVIRONMENT Work is performed in a semi-secured office building with a typical office environment and risk factors.

Salary : $92,387 - $110,709
