About the Role
The Chief Engineer serves as a Special Assistant withinn a government agency responsible for regulating utilities to ensure safe, reliable, and environmentally responsible services for Maryland citizens. This critical leadership position manages the Engineering Division, overseeing statewide inspection, testing, investigation, and evaluation of public utility operations.
Key Responsibilities
- Lead, train, and direct the Engineering Division staff and resources.
- Administer inspection programs for gas pipelines, electric, water, and sewer utilities, ensuring regulatory compliance and public safety.
- Review utility rate cases, project lists, and solar power initiatives; provide expert testimony in regulatory and court proceedings.
- Investigate major accidents/incidents and coordinate emergency response with state and federal agencies.
- Develop technical recommendations, staff comments, and commission reports on utility operations, investment, and spending.
- Sponsor regulatory changes and advise on proposed utility and energy legislation.
- Represent the Commission in technical boards, public affairs, and mediation.
- Manage the solar renewable energy credit application process.
- Participate in professional development, advisory boards, and workgroups as assigned.
Qualifications
- Bachelor’s degree in engineering (electrical, civil, or mechanical preferred).
- Minimum 6 years of professional engineering experience, with at least 3 years in a management or supervisory role.
- Experience in utilities/regulatory environments (gas, mechanical, civil, or electrical).
- Prior experience in regulatory proceedings and providing expert testimony.
- Maryland Professional Engineer License preferred.

Annual Compensation:
$120,000 - $150,000
Exact compensation may vary based on several factors, including skills, experience, and education.
Benefit packages for this role will start on the 31st day of employment and include medical, dental, and vision insurance, as well as HSA, FSA, and DCFSA account options, and 401k retirement account access with employer matching. Employees in this role are also entitled to paid sick leave and/or other paid time off as provided by applicable law.
