The Human Resources Generalist provides comprehensive support for human resources operations within a public school district, including recruitment, onboarding, employee relations, compliance, and personnel data management. The HR Generalist serves as a key point of contact for employees and administrators, requiring strong interpersonal skills, sound judgment, and the ability to manage confidential information in a fast-paced, service-oriented educational environment. This position plays a critical role in ensuring compliance with Illinois School Code requirements, Board of Education policies, collective bargaining agreements, and applicable federal and state employment laws.

Recruitment and Staffing

  • Coordinate recruitment efforts for licensed, non-licensed, and administrative positions
  • Post vacancies in alignment with requirements and district procedures
  • Support hiring supervisors in the screening of applicants, coordination of interviews, and the selection processes
  • Facilitate onboarding for new hires, including background checks, licensure verification, and employment eligibility
  • Support new staff orientation and onboarding processes specific to school district operations

Employee Relations and Support

  • Provide guidance to supervisors on routine employee relations matters in alignment with district practices and serve as a primary contact for administrative questions related to Board policies, collective bargaining agreements, and HR procedures
  • Assist in the investigation of employee workplace situations or complaints, including claims of harassment, discrimination, and policy violations
  • Promote a positive and responsive work environment across schools and departments
  • Develop and support employee engagement, training, and professional growth
  • Maintain and update performance management systems

Compensation, Data, and Employment Process Management

  • Manage the process for updating employee records and any employment changes including hires, transfers, new assignments, and separations within the District's Human Resources Information System (HRIS) (e.g. Skyward or similar system)
  • Manage the district's wage and salary structure and the variable pay systems within the district (e.g. salary placement, lane movement documentation, and contract preparation)
  • Ensure accurate processing of stipends, extra-duty assignments, and employment changes
  • Manage and maintain position evaluations and the job description library
  • Provide competitive market research and prepare pay studies to assist in the recruitment and retaining of staff

Compliance and School District Requirements

  • Ensure compliance with: Illinois School Code (e.g., licensure, Sequence of Honorable Dismissal requirements), Federal and state employment laws, Board of Education policies and collective bargaining agreements
  • Support licensure tracking and verification for all staff
  • Generate and submit reports related to staffing, compliance, and personnel data for internal and external use (e.g., ISBE reports, audits, and compliance reviews)
  • Support strategic plan initiatives and assist with process improvements to enhance the HR service delivery model

  • Knowledge of applicable state and federal human resource laws.
  • Demonstrated competence in interpersonal relations and communications.
  • Ability to work collaboratively with school and district personnel and maintain organizational relationships.

  • Ability to effectively and efficiently organize and prioritize information.
  • Ability to ensure accuracy, confidentiality, and integrity.
  • Ability to prepare oral or written communications for distribution to employees.
  • Ability to engage in self-evaluation with regard to performance and professional growth.
  • Ability to assess and identify opportunities for process and system improvements.
  • Ability to enhance and expand the use of technology, software, and related applications.

Qualifications: Bachelor's degree preferred or equivalent combination of education and experience. Minimum of one to three years of HR experience, preferably in a school district or public sector environment. Experience with HRIS system (e.g. Skyward or similar), time and attendance systems, and an applicant tracking system preferred.

Rate of pay: Starting rate of pay is $72,467 - 97,843
