Job Title: Project Controls
Location: Los Alamos, NM
Schedule: Hybrid. 2 weeks onsite per month. Flexible – typically 4/10 or 9/80; no on-call or overtime required
Short Summary about Job: We are seeking 3 experienced Project Controls professionals to support weapons production project controls activities at a secure DOE nuclear facility. Candidates will work onsite at TA-55 approximately 2 weeks per month (hybrid schedule). Candidates must hold or be able to obtain a Q clearance and will require A-Level and unescorted access. Per diem is available for eligible candidates.
Position Description: Supports the Earned Value Management System (EVMS) and Project Controls System. Performs cost estimating, analysis, and control activities. Performs schedule development, maintenance, and monitoring activities. Supports project organizational and administrative activities, when delegated. Supervises and provides technical direction for cost engineering and/or planning/scheduling activities, when delegated. Ensures work is completed as scheduled. Identifies trends for management attention. Has wide-ranging experience, uses professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways. Frequently contributes to the development of new theories and methods. Considered expert in field within the organization. Develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors. Work is accomplished without considerable direction. May coordinate activities of other personnel. Exerts significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments. Position requires experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, including cost estimating, cost control, and cost analysis, in the field and home office. Knowledge of supervision, personnel administration, and training of technical and non-technical personnel. Skilled in oral and written communication. Proficiency in using personal computer operating systems and several basic software applications. Proficiency in using multiple discipline-specific software applications currently used. Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. For positions also serving as a Control Account Manager (CAM): advanced knowledge of and experience with project controls and/or project management, project budgets including cost estimating, cost control and cost analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports, and advanced knowledge of and experience with engineering functions and principles required to understand and successfully implement and monitor technical projects. Advanced knowledge of Earned Value Management System (EVMS) tools and processes.
Required Qualifications
- Bachelor’s degree and a minimum of 8 years of related project controls experience, or equivalent combination of education and experience
- Proficiency in Primavera P6 scheduling software
- Deltek Cobra administration experience, including backend software capabilities
- Experience working on or supporting Earned Value Management Systems (EVMS)
- Must be able to obtain a Q-level security clearance (Q preferred/already held)
- Must be able to obtain A-Level access and unescorted access
- Ability to work onsite at TA-55 approximately 2 weeks per month
- U.S. citizenship required (security clearance requirement)
Preferred Qualifications
- Active Q clearance strongly preferred
- Experience working in a secure DOE or nuclear weapons production environment
- Experience working on red network (classified computing environment)
- Experience supporting weapons production project controls or similar DOE programs
- Knowledge of supervision, personnel administration, and training of technical and non-technical personnel
- Advanced knowledge of EVMS tools, processes, and compliance requirements
- Control Account Manager (CAM) experience with advanced project budgets, cost estimating, and corrective action implementation
- Post-graduate coursework in engineering, project management, or related field
- AACE or PMI certification (e.g., PSP, EVP, PMP)
