A Transportation Manager is a professional and administrative position under the direct supervision of the Planning & Zoning Official. A person in this position performs highly responsible work in organizing and managing the operations and implementation of the City’s Hialeah2050 Master Plan Transportation, Mobility and Connectivity Section. An employee in this classification is responsible for initiating, researching, evaluating, coordinating and resolving transportation operations and management of connectivity and mobility issues within the City. Coordinating the Land-Use-Transportation models involving mobility, livability, accessibility, sustainability and procurement of funding for the planning, design and construction of transportation projects.
ESSENTIAL EXAMPLES OF DUTIES
The following illustrates examples of some of the essential duties and responsibilities of the Transportation Manager, with the assistance subordinate executives, and other personnel. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Planning & Zoning Official or Designee.
- Obtains funding for Transportation Construction Projects by seeking grant opportunities and preparing applications for grants from various Federal, State and County agencies.
- Plans, directs, and controls assigned staff, schedules, workloads, resolves conflicts, assists in the selection and evaluation of employees, provides training and administers disciplinary action, as required.
- Coordinates traffic analysis for development/redevelopment projects submitted to the DRB, HPB, ZBA and PB for approval and provides reports and presentations to the different boards.
- Reviews and formulates appropriate mitigation improvement plans and agreements for impacted projects and developments.
- Reviews and recommends necessary Comprehensive Plan/EAR based amendments.
- Develops plans and procedures for Transportation improvement programs and prepares plans for managing traffic congestion for ease of mobility in high volume areas of the City.
- Coordinates activities with the operator of the bus service.
- Monitors provision of service by operator and approve invoices for payment.
- Prepares annual operating budget for the circulator bus service.
- Investigates and resolves customer complaints.
- Assures compliance with ADA federal, state and local laws.
- Ensures system is in compliance with Title 2 and Title 6 of FTA regulations
- Coordinates maintenance and repair conducted by the City.
- Coordinates fare handling procedures.
- Coordinates with Advertisers as well as production companies to place ads on buses.
- Provides weekly or monthly reports Miami-Dade Transportation and to the City’s designee for system performance, including riders per hour and by route, vehicle breakdowns, on-time performance, customer complaints, etc.
- Coordinates with MDTA and private sector operators.
- Prepares quarterly progress reports for the Florida Department of Transportation (FDOT) as required.
- Reviews route performance and recommend changes for adding, changing, or eliminating service.
- Evaluates and provides a progress report to the City’s designee on the status of operator performance.
- Monitors finances and prepares regular billings as required.
- Coordinates with the City to market and promote the service.
- Coordinates with the City’s transportation consultant.
- Performs other duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Extensive knowledge of principles and practices of urban and regional transportation planning, laws and regulations.
- Comprehensive knowledge and understanding of public Transportation operations, routes, and services.
- Knowledge of the principles of general management, public and business administration, and their application to governmental administration.
- Knowledge of applicable Federal, State, and City laws, rules, regulations, and ordinances pertaining to departmental operations, or the ability to acquire such knowledge.
- Knowledge of supervisory principles and practices.
- Ability to plan and direct projects.
- Ability to communicate effectively, both orally and in writing.
- Good analytical skills, including use of quantitative computer programs, such as Excel, Access, etc.
PHYSICAL REQUIREMENTS

- Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
- Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
- Work is performed indoors within a quiet to moderately noisy environment.
- Must be able to lift, carry and or push articles weighing up to 20 lbs.
MINIMUM TRAINING AND EXPERIENCE
- Bachelor's Degree in Traffic Engineering, Management, Transportation Systems/Planning, or a closely related field is required.
- Five (5) years of supervisory experience in public transportation management or planning.
- Must possess a valid State of Florida Driver's license.
- English & Spanish Speaking preferred.
