Overview
The Director of Human Resources is a senior leadership role responsible for designing, implementing, and overseeing all aspects of the HR function across the organization. This position will partner with executive leadership to align human resources strategies with organizational goals; ensure compliance with employment laws and regulations; promote staff recruitment, retention, and development; and foster a supportive, accountable, and high-performing work environment. Bachelor's degree in Human Resources, Business Administration, Organizational Development, Psychology, or a related field required; Master’s degree preferred. SHRM -SCP preferred. Minimum of 7-10 years of progressive HR experience, with at least 5 years as a Human Resource Director or Chief Human Resource Officer. Experience in behavioral health, healthcare, or non-profit sectors strongly preferred. Deep knowledge of employment law, labor practices, risk management, compensation, and benefits, HRIS systems. Demonstrated experience with designing and implementing HR policies, programs, and systems and comprehensive salary and benefits programs. Demonstrated experience in leveraging technology for innovation and to enhance efficiency of HR division operations. Strong strategic thinking and planning abilities, with ability to translate strategy into actionable initiatives.. Ability to manage multiple priorities in a fast-paced environment. The Director of Human Resources will lead and execute HR strategy in alignment with the organization's mission, values, and strategic plan. Oversee full-cycle recruitment and retention: job design, sourcing, interviewing, hiring, onboarding, orientation, and retention. Develop and manage performance management systems, including goal setting, evaluation, feedback, and coaching. Plan, deliver, and monitor training and professional development programs to build staff capacity and leadership. Design, administer, and evaluate compensation, benefits, and payroll systems to ensure competitiveness, fairness, and cost-effectiveness. Maintain legal and regulatory compliance with all relevant federal, state, and local employment laws, regulations, licensing, and reporting requirements.

Duties

  • Manage daily operations, ensuring compliance with relevant regulations and standards.
  • Supervise and mentor staff, promoting professional development and effective team dynamics.
  • Cultivate relationships with community partners, stakeholders, and families to enhance service delivery.
  • Oversee budgeting processes to ensure financial sustainability and accountability within programs.
  • Advocate for the needs of individuals served, ensuring their voices are heard in program planning.

Requirements

  • Proven management experience in human services or related fields.
  • Strong background in program development and management specific to working with people with developmental disabilities.
  • Excellent relationship management skills to effectively engage with clients, families, staff, and community partners.
  • Supervising experience that demonstrates the ability to lead and inspire teams.
  • Knowledge of social work principles and practices as they relate to human services.
  • Maintain legal and regulatory compliance with all relevant federal, state, and local employment laws, regulations, licensing, and reporting requirements.
  • Develop, review, and update HR policies, procedures, employee handbook, and employment agreements.
  • Manage employee relations: resolve conflicts, handle disciplinary actions, investigations, exits, and provide guidance to managers as needed.
  • Ideal candidate must possess excellent interpersonal, communication (written and verbal), conflict-resolution, and coaching skills.
  • High ethical standards, good judgment, and ability to maintain confidentiality required.
